A -- AIR FORCE SATELLITE CONTROL NETWORK (AFSCN) COMMAND AND CONTROL SEGMENT SUSTAINMENT SOL F04701-95-R-0022 DUE 062395 POC Technical Information: Mr. Aspi Jijina, (310) 363-5945; Contracting Officer: Mr. Jeffrey W. The Satellite and Launch Control Program Office has a requirement for engineering services to sustain the Command and Control Segment (CCS) of the Air Force Satellite Control Network (AFSCN). The CCS is a ground based system which supports real-time space vehicle control operations. The CCS is used by the satellite operations centers of the AFSCN to perform: (1) Tracking and Orbit Determination - predicting and locating satellite position for contact, (2) Telemetry Processing - decommutating, processing and recording of satellite telemetry data, (3) Satellite Commanding - generating and transmitting commands to the satellite,(4) Mission Orbit Planning - managing the position of the satellite platform, (5) Operations Planning - scheduling local resources and requesting remote ground resources in support of satellite contacts, (6) Resource Scheduling - scheduling, control, and status of remote ground stations, (7) Simulation - using simulations of the ground system and satellite to support testing and operator crew training, and other related functions for real-time operations. The CCS is an operational system which has 99% availability for satellite contact, 24 hours/day, 7 days/week. The successful offeror will be responsible for providing depot and on-site support for hardware and software maintenance of mainframe and workstation-based systems at Falcon AFB and Onizuka Air Station. The successful offeror will NOT be responsible for the development of new systems. Hardware maintenance includes maintaining commercial off the shelf (COTS) equipment as well as some unique hardware and firmware. Software maintenance involves coding changes in JOVIAL, Fortran, Ada, and assembly language, as well as providing software upgrades of COTS and government Non-development item (NDI) software packages. The period of performance is up to five years. Interested, qualified sources are invited to submit an unclassified Statement of Capability (SOC) not to exceed 10 single-sided pages in length (12 pitch font) within fifteen days of publication of this synopsis. The SOC must clearly contain on the first page, a statement of the source's level of interest (e.g., prime contractor, subcontractor, information copy of solicitation). Commercial brochures, if applicable, are acceptable and do not count against the page limit. The SOC should clearly address the following minimum requirements: (1) Experience with developing and/or sustaining real-time satellite command and control systems that perform the following functions: tracking and orbit determination, telemetry processing, satellite commanding, mission orbit planning, operations planning, resource scheduling, and simulation, (2) A description of all previously sustained systems that indicate experience performing sustainment functions, such as, program management, systems engineering, large scale software systems maintenance, hardware maintenance, configuration management, quality assurance, and training, (3) Experience successfully maintaining large scale software systems with high level software languages as well as assembly language, include the resulting availability of those systems, (4) Specific experience maintaining systems with COTS hardware and software, (5) A listing of previous contracts and revenue that will indicate experience with contracts of this magnitude, include the number of subcontractors managed. Note: Companies bidding on this contract must be U.S. based, and personnel supporting this contract must have a Secret clearance. Several contractor personnel are required to have a recent favorable Special Background Investigation. The contractor will be required to establish at contract award facilities in the local area of Los Angeles Air Force Base, CA., Onizuka Air Station, CA., and Falcon AFB, CO. The contractor must possess or be able to obtain a Top Secret industrial facility clearance for at least one of those facilities. This synopsis is for information and planning purposes only, it does not constitute a Request for Proposal (RFP). Information herein is based on the best information available at the time of the publication, is subject to revision, and is not binding on the Government. Eligibility for participating in this acquisition does not depend upon a response to this notice. Respondents will not be notified of the results of the evaluation of the information submitted. A draft RFP is anticipated to be issued for industry comment in September 1995. The final RFP is anticipated for release in Jan 96. A subsequent announcement in the Commerce Business Daily will be printed prior to the issuance of any information.
