220-4041. The National Park Service has a requirement to conduct an
archeological survey of Lake Roosevelt, Washington. Concurrent with
this survey all presently known sites need to be evaluated for
significance. In addition to evaluation for significance the work will
include an assessment of site conditions to assist in determining
appropriate measures to protect sites from reservoir impacts. This
contract is one of several contracts to inventory cultural resources on
federal and tribal lands surrounding Lake Roosevelt. The contractor
awarded this contract will not only complete the survey of federal
lands, but will be responsible to integrate all data and reports
produced by other participating parties into a final synthetic study on
the historic and prehistoric archeological resources of Lake Roosevelt.
The operation of Coulee Dam has had a significant adverse impact on the
cultural resources at Lake Roosevelt. The prospective contractor will
prepare a detailed research design to: (1) conduct an extensive
systematic archeological survey of federal lands around Lake Roosevelt;
and (2) prepare a final report dealing with the archeological
significance of the resource and the effect of dam operations on those
resources. The prospective contractor shall have extensive and
comprehensive experience, knowledge and capabilities to design and
execute complex archeological problems. Applying innovative and
creative technologies and methodologies are vital in the effective and
successful completion of this project. The contractor will be required
to conduct survey activities year round and to be able to mobilize
large crews to take advantage of spring draw downs of the reservoir.
The entire project must be completed in two years. Draw down periods
are limited to one to two months each spring. A site visit is mandatory
and a preproposal conference will be conducted. A copy of the
solicitation may be requested in writing from the Contracting Officer.
Prospective contractors are asked not to submit proposals at this
time. Responsible private companies, non-profit agencies, colleges and
universities, and responsible parties with expertise in the above
technical areas, are encouraged to request a copy of the solicitation.
A single contract award will be made. The Standard Industrial
Classification Code is 8732, ``Commercial Economic, Sociological, and
Educational Research.'' Please correspond in writing to be included on
