Telephone calls are discouraged unless absolutely necessary Provide
professional Architect-Engineering services for preparation of contract
documents, drawings, technical specifications and detailed cost
estimates. The project site is located within the Pt Reyes National
Seashore Area, California. Thedesign will be for the approximately
7,000 GSF addition to an existing 12,000 SF communications building,
new 1,600 GSF garage/workshop, replacement of the existing on-site
sewage disposal system, parking expansion and other minor site work.
Expansionof the communications command center, microwave room,
electronics workshop, storage and additional administration and support
spaces will be made to the existing 1970's reinforced brick and
concrete masonry structure with precast concrete roof. The A/Ewill
provide final design and construction documents based on the Government
provided Design Development (35% design) Documents. Topographic survey,
hazardous materials investigation and soil investigation documents will
be provided to the A/E. Finalconstruction documents shall be delivered
to the Government within 5 months after Notice to Proceed. Estimated
construction cost is $1.5 to $2.5 million. Contract award date is
estimated to be 29 September 1995. Qualified firms desiring
considerationshall submit SF 255 including organizational chart of key
personnel to be assigned to this project, current SF 254, and
consultants current SF 254's. Submittals (one copy) must be received by
this office within 30 calendar days after date of thispublication or
will not be considered. Significant evaluation criteria in descending
order of importance are: (1) Design team's specialized experience in
related work, specifically, the team must have completed projects
involving the upgrade andexpansion of communication command centers and
be familiar with and worked with the requirements contained in the
following DOD Documents: MIL-HDBK's 232A and 419A, MIL-STD-188-124B and
FIPS PUBS 174, 175, and 176; completed designs involvingreinforced
brick and concrete masonry with precast concrete roof structures that
complied with California building and renovation code requirements for
seismic resistance and designed structures located in close proximity
to earthquake faults; and befamiliar with Environmental Health
Services Regulations for Individual Sewage Disposal Systems and
permitting processes; (2) Professional qualifications relative to the
above work of design team members; (3) Record of performance on
previous work;(4) Capacity of design team to accomplish work in the
required time giving consideration to the team's current workload; (5)
Design team's management and organization; (6) Proximity to the
project site; (7) Minority and women employment ofprincipal firm and
subconsultants. Provide the number of minorities and women in all
relevant job classifications and pay scales that will actually work on
the project in comparison to the total number of personnel that will
actually work on theproject. This Notice is for informational purposes

Department of Transportation (DOT) Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assistminority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provideaccounts receivable financing.
