required for design of: one building containing 21,000 SF which
provides separate space for Operational Training functions (Group
Commander and staff, administration personnel, finance and others) and
Disaster Preparedness/Air Base Operability functions; prewired work
stations; utilities; site improvements; pavements; asbestos removal in
and demolition of an existing building; and a main entry gate.
Services will include, but not be limited to: (1) Type A Investigative
Services, consisting of (a) performing field surveys, investigations,
inspection, and data collection necessary to support the design phase
and (b) developing alternative concepts for design; (2) Type B Design
Services, (at the option of the Government), consisting of
accomplishing a complete design based on the Government Project Book
with engineering calculations and design analysis, technical
specifications, detailed drawings, and cost estimates for use in
competitive bidding by contractors; and (3) Type C Construction
Inspection and Testing Services (at the option of the Government).
Prospective A-E will be evaluated in accordance with the following
criteria, which are listed in order of importance. Selected A-E will
best meet these qualifications: (1) professional qualifications and
experience of engineering disciplines, including architecture, civil,
landscape architect, mechanical, and electrical; (2) specialized
experience in the design of administrative facilities, including use of
perwired work stations; (3) capacity of the firm to accomplish work in
required time; (4) past performance including quality of work and
ability to meet schedules; (5) location of firm; (6) volume of DoD work
(prime firm or all joint venture firms should include a statement,
based on the 12 months prior to this submission, which lists the
contracts and gives the amounts for DoD contracts awarded to firm,
delivery orders processed for indefinite delivery contracts, and DoD
fees paid against these contracts and delivery orders). Total estimated
construction cost for this project is between $1,000,000 and
$5,000,000. Firms responding to this announcement should submit a
current SF254, Architect-Engineer and Related Services Questionnaire
and current SF255, Archtect-Engineer and Related Services Questionnaire
for Specific Projects, including specific information requested above,
to the Contracting Officer. Submit SF254 and SF255 for each
subconsultant or joint venture firm. All responsible firms responding
to this announcement with all required information before the response
date will be considered for the selection. This is not a Request for
