is participating in a cooperative program with the Russian Federation
State Committee for Nuclear and Radiation Safety, known as
GOSATOMNADZOR or GAN-RF. Under this initiative, NRC seeks to obtain FIP
and reprographic products and services in support of the business
infrastructure at the GAN-RF headquarters building in Moscow, Russia.
The contract is anticipated to be a task ordering type contract, and is
anticipated to run for one year with three additional option years.
Products and services will include: computer hardware, software,
networks, peripherals, and the configuration and support thereof;
design and implementation of building electrical, data, and telephone
wiring and telephonic equipment, and integration with existing partial
or complete systems, and the configuration and support thereof;
implementation of a publications and printing shop and the
configuration and support thereof; and miscellaneous small items in
support of the foregoing. The successful offeror must have and maintain
an established business office in the Moscow metropolitan area. The
successful offeror will demonstrate the ability to obtain necessary
products and services; deliver them successfully and promptly to the
Moscow location; install, integrate, maintain, and support them at that
location; will demonstrate relevant experience with similar, successful
projects in Russia or other parts of the former Soviet Union; and will
demonstrate a sufficient working knowledge of technical and other
conditions in Moscow. Proposals for this requirement may be submitted
by all concerns, i.e., large businesses, small businesses, and small
businesses owned and controlled by socially and economically
disadvantaged individuals. Notice to large businesses: The
subcontracting plan requirements of P.L. 95-507 are applicable to this
effort. Thus, all large businesses determined to be in the competitive
range must be prepared to submit a detailed subcontracting plan. A
source list comprising the names, addresses, and telephone numbers of
all concerns requesting a copy of the solicitation, with large
businesses identified by an asterisk, will be provided with the
solicitation. In order to identify large businesses on the list, a
request for the solicitation should indicate the size of the business
based upon a SIC code of 7373. The size standard for this solicitation
is $14.5 million in annual average receipts over the last three years.
In order to allow small concerns sufficient time to contact you for
possible subcontracting opportunities, you are encouraged to make your
request for the solicitation prior to the solicitation issuance date.
A copy of the solicitation and all subsequent amendments will be
provided to each requester. Interested firms shall submit written
requests to the U.S. Nuclear Regulatory Commission at the address as
shown above or fax their written request to 301/415-8157 - confirmation
of fax receipt available at 301/415-7427. Telephone requests will not
be honored. Issue is estimated to be June 23, 1995. Closing date will
