882-8002, ext 3206. This is a request for information IAW FAR 52.215.3,
to identify interested parties for the purpose of sharing information
regarding industry capabilities to provide a low-cost precision-strike
standoff weapon system with a range greater than 100 nm compatible
with Air Force, Navy and Marine Bomber and fighter aircraft.
Participation will be limited to U.S. firms only. This is not a notice
of intent to procure. The Weapons, Air Base and Range Product Support
Office, Aeronautical Systems Center, Eglin Air Force Base, Florida,
perceives a possible need for a streamlined acquisition program for a
weapon system which could meet a short-term (18-24 months) pre-EMD
program resulting in a ``fly-off'' of two or more competitors.
Interested potential prime contractors are requested to submit a letter
within (15) calendar days of this announcement which includes a list of
key management and engineering personnel along with their security
clearance to receive program information (see last paragraph). The
letter should include a brief outline of the system or system
modification for which the firm is interested in proposing to address
the identified possible need. This information will not be disclosed
outside of the Government. We are planning to hold an Industry Day at
a later date (to be announced in the Eglin Bulletin Board) and receive
briefings from potential prime contractors. Briefings on this subject
should include the firm's plan to meet a short-term fly-off program,
the weapon configuration and its capability of meeting the following
salient characteristics: low cost, precision accuracy, and autonomous
midcourse/terminal flight. In addition, the weapon's standoff
capability must be outside of area defenses enabling delivery platforms
to employ the weapons beyond the range of current and projected
surface-to-air systems and strike planned targets. The precision weapon
concept must be capable of placing both fixed and relocatable targets
at risk and should perform reliably in threat environments of the year
2010. The baseline system must be compatible with a wide range of
bomber and fighter aircraft, with initial emphasis on F16, B52, F/A18.
Mission planning will use current and projected mission planning
architectures and mapping, charting and geodesy support. Autonomous
operations during mid-course and terminal flight phases are preferred.
A man-in-the-loop near-term solution with potential growth may be
considered when supported by appropriate trade-off analyses.
Performance in adverse weather without degradation is desired, and
multiple launch and leave capability is required. The base line system
will employ a unitary blast fragmentation/penetrating warhead with
future growth potential to a submunition variant. An average unit
procurement price of $500K (in FY95 dollars) has been established as an
objective. Additional program information will be provided to potential
prime contractors after verification of appropriate clearances and
facilities. Storage requirements must meet standards outlined in DCID
1/21, dated 30 Jan 94. Storage of material will be in approved areas,
however open store of material will not be authorized without specific
written approval. Key management and engineering positions will
require Top Secret clearances with personnel security investigations
current within five years. These personnel, initially not to exceed
five, will be considered for access to historical engineering and
design data from previous missile programs. Contractors will be
required to sign a Memorandum of Agreement prior to any material
