The principal features of the work include: (1) grading and excavation; (2) placement of riprap paving; and (3) placement of Graded Stone A. The work is located in the Mississippi River approximately 35 river miles downstream of Helena, Arkansas. The estimated cost of the work is between $1,000,000 and $5,000,000. This proposed contract will be an unrestricted procurement in accordance with Public Law 100-656. To qualify as a small business concern, the concern must have had average annual receipts for the preceding three fiscal years not exceeding $17.0 million.
