Crosier, Contracting Officer, 303-231-5405. This synopsis is a notice
of intent to enter into a contract with Horiba Instruments, Inc., Ann
Arbor, MI for partial replacement of the Horiba Heavy Duty Diesel
Exhaust Emissions Analysis System purchased in June of 1982. A Horiba
Series 200 Analytical Bench for diesel engine exhaust will replace some
of the existing components within the entire MSHA emission measurement
system. The entire emission measurement system will be used for
evaluation and certification of diesel engines submitted by engine
manufacturers under Parts 32 and 36 of Title 30 Code of Federal
Regulations. The analytical bench must include Non-Dispersive Infrared
Analyzers and a Chemiluminescent Analyzer for measurement of gaseous
exhaust emissions. The system must be capable of measuring the gaseous
exhaust components of Carbon Monoxide 0-4000 ppm, Carbon Dioxide 0-20
percent, Oxides of Nitrogen and Nitrogen Dioxide 0-4000 ppm, and
Methane 0-2 percent. The analytical bench must have a micro computer
control system that controls, analyzes, and calculates in engineering
units all functions of the MSHA gaseous emission analysis system. The
construction of the unit must be such that it will be compatible with
all systems that interface with it in the diesel lab. This is not a
request for competitive proposals, however, interested persons may
identify their interest and capability to respond to the requirement.
Written proposals received by COB June 30, 1995 will be considered by
