Laboratory intends to negotiate on an Other than Full and Open
Competition basis with Newbridge Networks for the procurement of an
ATMnet Backbone Switch, with installation and maintenance. Delivery
shall be 90 days after contract award. The following are salient
features this switch must include. The switching network must include
the ATM switch and eight host interface cards. Each switching fabric of
the ATM switch must be capable of 12.8 gigabit per second switching
throughput. Each shelf internal to the switch must be connected by a
1.0 gigabaud data link. The switch must be capable of being scaled up
to a 102.4 gigabit per second switching capacity. The switch must
include four OC-3 single-mode and eight OC-3 multi-mode ports, one per
slot, each rated at 155 Mbps. Each switching node must be capable of
supporting at least 94 separate slots, each capable of supporting an
OC-3 multi-mode port rated at 155 Mbps. The switch must be capable of
being upgraded to include fully redundant switching capabilities for
network reliability. The switch must be compliant with the ATM Forum
User to Network Interface Specification 3.0 (UNI Spec v3.0) for both
PVCs and SVCs and provide compliancy with the Interim Local Management
Interface, or ILMI portion of the UNI Spec. Traffic congestion and
management functions must be provided and must be fully compliant with
the UNI Spec. as well as the BellCore Standard TA-NWT-001110/1248.
Each switching fabric must allow for the establishment of up to 16K
bi-directional PVCs, as well as point-to-point and point-to-multipoint
PVCs. The host interfaces for host systems are required to be Sbus
compatible and capable of supporting OC-3 multi-mode rated at 155 Mbps.
The interface software must be Solaris 2.4 compatible. The host
interfaces, including software, for host systems are required to be
100% compatible with the switch. Any responses to this notice of intent
to negotiate with Newbridge Networks should be submitted in accordance
