Notice of intent to negotiate with Gentex Corporation, Carbondale, PA on a Sole Source basis for Gentex Flight Helmets for Marine Corps Base,2233 Camp Pendleton, California as follows: The SPH-5 Landing Craft Air Cushion (LCAC) helmets offers comfort, stability, and impact protection at a weight of less than three pounds. The SPH-5 LCAC is a lightweight, head-protective helmet capable of supporting Aviator's Night Vision Imaging System (ANVIS) goggles. The helmet is designed for crewmembers performing long and demanding day or night missions on landing and assault crafts. Helmet components include a lightweight helmet shell, an energy-absorbing liner, a preformed thermoplastic liner (TPL), a lightweight dual visor assembly, energy-absorbing earcups, voice communications, and a universal retention system consisting of a napestrap and a chinstrap with a chinpad. Flight Helmets shall be TEMPEST CERTIFIED. QUANTITY: 50 EACH.--Other firms offering the same or comparable configurations are invited to submit information for consideration within forty-five (45) days of this announcement. Comparable configurations will be considered only if: (1) clear and concise documentation, including technical and pricing (GSA if applicable) information if furnished within forty-five (45) days of this announcement; (2) the proposed equipment meets the requirements of the government; and (3) it is advantageous to the government to consider other such configurations. If no affirmative written responses are received within forty-five (45) days after publication of this notice to the effect that a comparable source is available, an order will be placed with Gentex Corporation which is the only known source to provide this equipemnt because of the need for the Flight Helmets. If a response is received that meets the requirements, and analysis indicates competitive acquisition would be more advantageous to the government, a formal solicitation may be issued. It shoud be noted that no contract will be awarded on the basis of offers received in response to this notice but may result in substitution of the requiremnt by formal RFP. No solicitation document exists for this requirement. This procurement is sole source because items must be compatible for use with existing systems manufactured by Gentex and compatible with use on the LCAC and ANVIS systems. (0153)
