capability to furnish the following services should give written notice
within 45 calendar days from the date of this synopsis. The proposed
contract is for the charter of RV FLIP from the Scripps Institution of
Oceanography during the month of September, 1995 for use in an
experiment to conduct a variety of measurements. The experiment
requires a fixed, stable platform which needs to be moored in water of
150-m depth about 25 km off the coast of Oregon. The measurements
require a ship that can rotate 90 degrees to become a huge spar buoy.
To be considered, respondents must submit written evidence
substantiating that each of the qualification requirements can be met
referencing Synopsis No. 52RANR500094. (1) Must have a ship that can
rotate 90 degrees to become a spar buoy (2) Must have access to the
FLIP owned by Scripps. Scripps Institution of Oceanography, La Jolla,
CA is considered the only known qualified source to supply the required
services. In the absence of other qualified sources, it is the intent
of the Government to award a sole source contract under the authority
of 41 U.S.C. 253(c)(1) to Scripps as this source is considered to be
the only responsible source and no other type of supplies or services
will satisfy agency requirements. This is not a formal solicitation.
Interested firms and/or individuals may request to receive a copy of
the solicitation when/if it becomes available. This notice may
