(310) 363-2941. The Space and Missile Systems Center (SMC) NAVSTAR
Global Positioning System (GPS) Joint Program Office (JPO) anticipates
the release of an RFP for studies and analyses of GPS Block IIR
program-specific support tasks related to specific areas of the GPS
program, including areas related to the Nuclear Detonation Detection
System (NDS) program. This contract will emphasize the analysis of
existing GPS Block IIR and NDS technologies, hardware and software to
meet future military and commercial navigation and NDS requirements and
applications. Interested qualified sources are invited to submit an
unclassified Statement of Capabilities (SOC), not to exceed ten pages
in length, within fifteen days of publication of this synopsis. The SOC
must clearly demonstrate the source's ability to cover substantially
all of the following areas and tasks. Interested sources must clearly
show relevant GPS IIR and NDS experience, with potential application to
the subjects covered below. Topics anticipated to be included in the
scope of the contract include the following: GPS navigation payload
applications, including navigation system architecture, analysis and
design, and space and ground system interface, High orbit navigation
systems using GPS IIR crosslinks, Augmented GPS navigation
applications, including system architecture, design, performance and
analysis, Precision Timing Systems, L-Band Systems, Auto-navigation
with ensemble processing, Real Time Processing Systems, Constellation
simulation and analysis, Total system emulation, Reprogrammable system
design, Custom COMSEC designs, Specialized test systems for checkout
of navigation systems, and systems for on-orbit monitoring of
spacecraft navigation. Release of the Request for Proposal (RFP) is
anticipated in July 1995. Due to the sensitive and/or classified nature
of many of the potential topics covered by this acquisition, a Top
Secret facility clearance (SI/TK) will be required. The estimated
period of performance for this contract will be up to five years. This
synopsis is for information and planning purposes only, and does not
constitute a Request for Proposal. Information herein is based on the

revision, and is not binding upon the Government. The Government will
