665-3936 Architect-Engineer services are required to provide project
designs and miscellaneous engineering-related services for various
projects, at various locations, within the Transatlantic Division's
area of responsibility. An Indefinite Delivery Type (IDT) contract will
be negotiated and awarded as a result of this announcement. The
contract will be valid for one year and will include an option, making
possible an extension for an additional year. The annual contract
ceiling will be limited to $750,000.00, and the ceiling per Delivery
Order will be limited to $200,000.00. The projected contract award is
November 1995. This announcement is open to all businesses regardless
of size. If a large business firm is selected for a contract under this
announcement, it must comply with the FAR clause 52.219-9 requirement
for SB/SDB subcontracting plan, on that part of the work it intends to
subcontract. The services required may include any or all of the
following: (a) Design minor engineering works such as buildings,
utilities, paving, fencing, grading plans, etc. Accordingly, the firm
must have professionals on its in-house staff experienced in civil,
architectural, structural, mechanical, and electrical disciplines. For
interior design, landscaping, security, geotechnical investigations or
evaluations, and other specialized services, firms may identify their
intent to use consultants in Block 6 of the SF 255 to supplement
in-house expertise. (b) Prepare construction cost estimates by computer
utilizing Corps of Engineers' Microcomputer Aided Cost Estimating
System (MCACES). Firms must show, in item 10 of the SF 255, that the
firm or its consultant has significant experience with preparation of
cost estimates using MCACES. (c) Undertake Value Engineering (VE)
studies. TAD may request the AE to perform VE studies on projects
designed by other AE firms. Indicate in Item 10 of the SF 255 the
extent and success of previous VE undertakings. (d) Prepare record
drawings from as-built annotations on contract drawings as received
from construction contractors. (e) Make engineering investigations of
existing field conditions and/or problems, and report findings. (f)
Prepare engineering studies. Depending upon the complexity of the
situation, the firm may use consultants. In order to be considered for
selection, you must note all affiliates (do not include consultants)
during the last 12 months, along with the dollar amount of the awards
and the total amount awarded. Significant selection criteria are: (a)
Professional qualifications, (b) Specialized experience and technical
competence relative to the services required by this announcement
(items (a) through (f) above), (c) Capacity and experience with similar
sized projects to perform the work in the required time with the firm's
workload, (d) Past Performance on other Department of Defense projects.
Secondary factors are: (a) Location of firm within the general
geographic area of the Transatlantic Division's Winchester, Virginia
offices will be favorably considered, provided that application of this
criterion leaves an appropriate number of qualified firms, and (b)
Equitable distribution of DOD work. SUBMITTAL REQUIREMENTS: Reference
Solicitation No. DACA78-95-R-0027. Firms desiring consideration shall
submit an SF 254 and SF 255 for the prime and each consultant,
postmarked or delivered within 30 calendar days from the date of this
announcement. Indicate in Block 3 of SF 255 the size/type of your
business (Large, Small, Small Disadvantaged, Women-Owned, 8(a)).
Inquiries regarding status of selection during the next 90 days are
discouraged. CBD Note 24 does not apply. This is not a Request for
