National Laboratories will hold a meeting on 10 and 11 July 1995 in
Alburquerque, NM to plan a partnership with industry to package, apply,
and advance an existing knowledge base in coating and related
manufacturing processes towards problems of mutual interest. The
Coating and Related Manufacturing Processes Collaboration (CRMPC) is
proposed for all domestic thin-film coating manufactures and users,
with emphasis on continuous liquid film coating processes. The CRMPC
will contract with the U.S. Department of Energy and Sandia National
Laboratories to perform cost-shared development and application in the
area of continuous liquid film coating and drying processes, as part
of the U.S. Government emphasis on establishing partnerships between
private industry and the national laboratories. Work to be performed is
selected within the guidelines of being generic, pre-competitive, and
in keeping with the ``dual-benefit'' paradigm, or of interest to both
the industrial and government partners. The purpose of this meeting is
to seek industry guidance for a jointly financed government/industry
technology development venture. Sandia National Laboratories will
contribute relevant technology commensurate with the type and scope of
work to be performed. Specifically, we are pursuing partners to
further develop and apply specialized analysis, optimization and design
software for continuous liquid film coating (or extrusion) and
drying/curing systems, implement Sandia-developed on-line sensing and
film-characterization technology in industrial applications, and
discuss the possibility of applying Sandia-developed Smart-Processing
concepts to coating and relating applications. Other areas of mutual
interest will also be discussed. As for Sandia's interest, we would
like to (1) advance our technology base to better serve our DOE
customers in coating and related manufacturing areas, and (2) test and
evaluate our advanced computational platforms in industrial settings,
which are crucial to our ability to provide reliable support to the
nuclear weapons complex. To meet the needs of the DOE customers, Sandia
has continuing requirements for application of coating technology, much
like private industry. Consequently, Sandia supports the development of
models and techniques for use in coating and related manufacturing
processes. Collaborating with industry is a way to leverage that
support, enhancing productivity to the mutual benefit of all
participants. Meeting attendees should be manufacturers and/or users of
continuous liquid film coatings and should be willing to discuss some
of their pre-competitive and generic needs. Moreover, interested
participants should be prepared to submit an expression of interest and
a statement of qualification including: current needs for
analysis/optimization/design software, current needs for experimental
diagnostic techniques/equipment and on-line sensing
techniques/equipment, willingness to sponsor testing and evaluation of
jointly developed technology, and willingness to make financial and
in-kind contributions to the technology development effort. The
