Officer, 617/238-7687. Provide all labor, material, equipment (not
otherwise identified as Government Furnished) to complete site
preparation for the installation of an Air Route Surveillance Radar
(ARSR - 4) at Caribou, Maine. The work includes but is not limited to
the construction of a 28'-0'' x 94'x0'' architectural block building
with a wood truss framed standing seam metal roofing system, 60 feet of
enclosed walkway, foundations for a government-furnished tower,
upgrades to an existing paved access road, 4000 square feet of paved
parking, 800 feet of security fencing with a 16 foot security gate,
approximately 300 feet of concrete encased underground duct, 1 - 2000
gallon above ground diesel fuel tank, 1 - 500 and 2 - 150 KVA pad
mounted transformers, 2 - 25 ton pad mounted HVAC units, facility
ground and counterpoise system; installation of government furnished
equipment, including but not limited to, 1 - 230 KW diesel engine
generator with 300 KVA pad mounted load bank, 100 KW uninterruptable
power source (UPS) with 100 KW pad mounted load bank; all plumbing work
including installation of a well, all electrical work including tapping
into existing 4160 KVA power, and site finishing includiig finish
grading, and stone surface course with geotextile fabric, loam and
seed. The total contract performance period is 154 calendar days.
Estimated cost is between $500,000 and $1,000,000. A $50.00
non-refundable charge is required for the bid package. Requests for bid
packages will be honored until the supply is exhausted. Special note
for Minority, Women-Owned and Disadvantaged Business Enterprises: The
Department of Transportation (DOT), Office of Small and Disadvantaged
Business Utilization (OSDBU), has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guaranty on the bond
amount to a surety against losses. Loans are also available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
