Electronic Systems Center (ESC) hereby submits this Notice of Contract Action (NOCA) for a rapid prototype development effort of a Milstar hand portable Force Element (FE) Time Standard Module (TSM) Micro-Loader/Charger (TMLC). The function of the TMLC is to insert time into a single TSM from GPS and properly offset it with Milstar leap seconds, maintain TSM battery charge, and manage, integrate, format, and download all FE related data elements. The TMLC must be able to read data in TSM format and load that information into a TSM. The TMLC should operate from a 50/60 Hz 110/220 power supply, have an electrical interface compatible with a 486 laptop/windows PC and a TSM, and maximize the use of Commercial-off-the-shelf (COTS) equipment. The TMLC will be built to commercial specifications and is required to be delivered not later than 90 days after contract award. A Request For Proposal (RFP) is planned for release not earlier than 15 days after publication of this NOCA. A limited competition between Raytheon Company and Rockwell International is planned. The basis for this limited competition is that Raytheon Company and Rockwell International were the only firms responding to the Market Survey published 13 Mar 1995.
