All responsible sources may submit a offer, which shall be considered. Sources responding to this synopsis must indicate, in writing, whether they are large or small, disadvantaged or women-owned business and US or foreign owned/controlled (must state which country). Only companies who provide all required information will receive a copy for this solicitation. For this synopsis, a concern will be considered small if its number of employees does not exceed 500. No telephone requests. Only written request received directly from the requester are acceptable. An Ombudsman has been appointed to hear concerns from offerors or potential offerors or during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate offeror concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested the Ombudsman will maintain strict confidentiality as to the source of the concern.
