in the CBD on 22 May 95. Contract award will be made in accordance with
DFARS Subpart 235.70, Research and Development Streamlined Contracting
Procedures. Also, see the Federal Register of 18 Oct 94 for
information regarding the streamlined process. A FORMAL WRITTEN REQUEST
FOR PROPOSAL (RFP) WILL NOT BE ISSUED. This solicitation DOES include
a supplemental package which will be sent to offerors who provide
written address information to the contract negotiator, Sandy Bednoski,
FAX (703) 325-9291. Note: If your company has provided address
information in response to the synopsis, a second submission is NOT
necessary, All of the mandatory terms, clauses, and provisions in DFARS
235.7006, Research and Development Streamlined Contracting Format, and
the following optional items are incorporated by reference: B.3, B.6,
b.8, C.2, E.3, F.1, G.1, G.2, G.4, I.42, I.43, I.46, I.48, I.50, i.53,

clauses and provisions are those in effect through FAC 90-20 and DAC
91-6. Standard evaluation factors at Section M of DFARS Subpart 235.70
do NOT apply. Applicable evaluation factors will be provided in the
supplemental package. The Contract Data Requirements List (DD 1423)
will be provided in the supplemental package. A cost plus fixed fee
contract is contemplated. Basic contract period of performance is
twelve (12) months including the final report. The period of
performance including all options is fifty five (55) months including
the final report. This procurement is unrestricted and all responsible
sources will be considered. Technical and cost proposals are due at
DNA/AM1, Attn: Sandy Bednoski, no later than 1600 hours local time 7
Jul 95. Four copies and one original of the technical and cost
proposals must be provided. The technical and cost proposals are
limited to 40 pages. Multiple awards are not contemplated. The
Statement of Work (SOW) will be included in the supplemental package.

Final report from the Defense Nuclear Agency (DNA) contract
DNA001-77-C-0223 entitled ''Experimental Research on Scattering,'' By
Dr. Joseph Weber, University of Maryland, 31 Dec 83; and 2) Technical
Paper entitled ''Chopper for Neutrinos and Antineutrinos'' by Dr.
Joseph Weber, University of Maryland, 31 Oct 89. The Contracting
