SERVICES Contact Mr. Scott Drewes. Lockheed Idaho Technologies Company
(LITCO), a Management and Operating Contractor for the Department of
Energy (DOE) at the Idaho National Engineering Laboratory (INEL), is
seeking the services of an analytical laboratory with extensive
experience in environmental analytical services needed to provide
support for inorganic and miscellaneous classical analyses of water,
soil, sludge, and multiphase waste samples collected from the Idaho
National Engineering Laboratory at Idaho Falls, Idaho. Most of the
samples will be collected and analyzed to demonstrate compliance with
the Resource Conservation and Recovery Act (RCRA), Comprehensive
Environmental Response Compensation and Liability Act (CERCLA),
Superfund Amendments and Reauthorization Act (SARA), Clean Water Act
(CWA), Safe Drinking Water Act (SDWA), and the INEL Federal Facility
Agreement and Consent Order (FFA/CO). The analytical services required
will typically be selected from, but will not necessarily be limited
to, the methods listed in ``Test Methods for Evaluating Solid Waste
Physical/Chemical Methods'' USEPA SW-846, 3rd Edition, Final Update
II), the USEPA Contract Laboratory Program Statement of Work for
Inorganics Analysis multi-media, multi-concentration (ILM03.0),
``Methods for Chemical Analysis of Water and Wastes'' USEPA
EMSL-Cincinnati (EPA-600/4-79/020 Revised March 1983), and the methods
found in 40 CFR Part 136. A minimum of two Master Subcontracts will be
established for 36 months (with a possible 24 month extension) from
subcontract award, under which individual task orders will be issued.
A request for proposal (RFP) will be sent to any Laboratory that
supplies the listed Subcontract Administrator, within 10 calendar days
after this CBD announcement, with the following items: (1) A cover
letter (1 page maximum) that identifies the name and location of the
Laboratory along with a written request for the RFP, (2) A copy of the
Laboratory's most current NRC license. The license shall specifically
address the quantities of radioactive materials the Laboratory may
have in their possession at any one time. The radioactive materials
chemical and/or physical form shall specifically address environmental,
bioassay, and industrial samples. The radioactive materials shall
include isotopes of atomic numbers 1 thru 92, inclusive, and the
transuranic elements. The license shall allow the Laboratory to have a
minimum quantity of 1 microcurie in their possession for each of the
allowed isotopes, and (3) A copy of the original documentation that
verifies the Laboratory is certified (either directly or by
reciprocity) with the State of Idaho to perform drinking water analyses
for antimony, arsenic, barium, beryllium, cadmium, chromium, copper,
lead, mercury, nickel, selenium, thallium, cyanide, fluoride, nitrate,
