The proposed contract action is for services for which the Government intends to solicit and negotiate with the University of California, Davis, Civil Engineering Department, unless as a result of an analysis of acceptable responses to this notice a determination is made by the Government to issue a competitive solicitation. The Sacramento District Corps of Engineers, Hydrologic Engineering Center, (HEC) is seeking to identify sources that can provide the following services: The contractor is required to assist the HEC staff in the application, development, and/or testing of software for six hydrologic engineering and water resources planning technical tasks. The work for each task will result in software, reports, and technical papers. (1) The contractor will perform numerical model testing for bridge hydraulic losses using prototype and physical model data. (2) The contractor will apply the HEC-5 reservoir analysis computer program to simulate the performance of two reservoir systems. (3) The contractor will conduct surface water hydrology research involving development of state-of-the-art rainfall-to-runoff transformation algorithms for application in the HEC-1 software package. (4) The contractor will perform studies to evaluate state-of-the-art procedures to model the interaction of ground-surface water, especially in reservoirs. (5) The contractor will conduct research that includes development of state-of-the-art computer software that uses radar rainfall data for rainfall-runoff simulation. (6) The contractor will research and develop seasonal reservoir system operation strategies using the HEC Prescriptive Reservoir Model. The Hydrologic Engineering Center will provide the contractor with all the computer hardware, software, and project data necessary to conduct the contract specifications. Estimated level of effort is 310 person days. Anticipated performance period is 365 days. All interested persons may identify their interest and capability to respond to the requirement or submit proposals. Oral or facsimile responses will not be accepted. Information furnished as a minimum should include appropriate technical and pricing information. Information submitted should be pertinent and specific in the tech area under consideration, on each of the following qualifications (1) Experience: an outline of previous projects, specific work previously performed or being performed and any in-hours research and development effort; (2) Personnel: Name, professional qualifications and special experience of scientist, engineers and technical personnel who may be assigned as principal investigator and/or project officer. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted. All responding firms are to indicate whether they are a large or small business under SIC code 8711. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. (0156)
