This will be an Indefinite Delivery, Indefinite Quantity Contract (IDIQC) to provide Value Engineering (VE) and Constructability Reviews on a variety of highway and bridge designs in the Eastern U.S. This contract will be for an initial 2-year period with an option to extend for an additional 3 years. Work to be performed on specific projects will be defined in individual delivery orders under the IDIQC. This procurement is being made under the Small Business Competitive Demonstration Program under Standard Industrial Classification Code 8711 and Product and Service Code C122, and is open to all businesses. The firm will be selected in accordance with Federal Architect- Engineer (A-E) selection procedures. A certified value specialist (CVS) as certified by the Society of American Value Engineers will be required to oversee all value engineering work. All constructability reviews will be performed by personnel with applicable construction experience under the supervision and approval of registered professional engineers. The minimum guaranteed contract amount is $60,000 and the maximum contract amount is $1,500,000. The preselection criteria will include: (1) Recent experience of the firm in design and construction of highway and bridge projects and performing value engineering on highway and bridge projects - weight 20; (2) Recent experience of the firm in performing constructability reviews on highway and bridge projects - weight 20; (3) Qualifications of individuals to be assigned to the team - weight 20; (4) Capacity and capability of the firm to do the work on a short-notice basis - weight 15; (5) Past performances on other contracts, including any awards received or references that may be contacted - weight 15; (6) Location of the Firm's office in relation to the EFLHD Sterling, Virginia Office - weight 10; and (7) Percent of minorities and women, by general work classification, for the office shown on the SF 255. This last criteria shall be used separately from the other criteria in terms of bonus or penalty points (10 points maximum). There is no solicitation package available. Interested firms are requested to submit their SF 254 and SF 255 for preselection consideration. The SF 254 and SF 255 should be completed per the instructions on the forms. Firms desiring to be placed on or updated in our A-E data file should submit a separate unbound copy of the SF 254. No additional material, other than a transmittal letter, should be attached. Brochures and promotional material will be discarded. A separate SF 254 should be submitted for the prime and each subcontractor or joint venture firm. A single SF 255 should be submitted for the proposed team, including subcontractors and joint venture firms. Part 10 of the SF 255 may be expanded, if necessary, to address the preselection criteria fully. The closing date for receiving submissions will be July 15, 1995. Submission must be received by 3 P.M. in Room 375 at the above address. The A-E Board will use the selection criteria to preselect several firms for further consideration. All firms will be notified of the results of the preselection approximately 45 days after the closing date. Although this solicitation is open to all firms, the following information is provided for minority, women and disadvantaged business enterprises only: The Department of Transportation (DOT), Office of Small and Disadvantage Business Utilization (OSDBU), has a program to assist minority, women-owned, and disadvantaged business enterprises to acquire short-term working capital assistance for transportation- related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide receivable financing. The maximum line of credit is $500,000.
