Test Center (AFDTC) at Eglin AFB FL contemplates release of a full and
open competitive RFP recompete of an existing contract to provide to
the 96 Communications-Computer Systems Group, AFDTC at Eglin AFB, FL
Systems Engineering Services to support the continuing enhancement and
maintenance of the Gulf Range Development Upgrade System (CRDCUS)
including the GRDCUS Mobile Control System (GMCS), the Multi-Object
Tracking and Control System (MTACS), the implementation of Global
Positioning System (GPS) into GRDCUS and MTACS. A basic contract with
4 option years beginning in FY96 is proposed. GRDCUS includes the
command and control of up to four drone aircraft (BQM34A, MQM107B,
QF106 and QF4) during launch, single and formation flight and recovery,
and the tracking of four shooter aircraft, four misssiles and two other
aircraft type. The tracking and/or control of all aircraft will be
through ground stations or four airborne relays. The GRDCUS computer
hardware system consists of a network of 20 IBM RISC 6000 connected by
a dual token ring and Data Link Subsystems built by IBM Corp for the
ground and airborne stations. This GRDCUS system will be upgraded to
use the Global Positioning System (GPS) for shooter tracking. The GMCS
hardware consists of four ruggedized IBM RISC 6000 workstations
connected via a single token ring. The GMCS is used to land wounded
full scale aerial targets. MTACS is based on the GRDCUS datalink system
and utilies GRDCUS ground softwae. MTACS is installed and operated at
the Central Control Facility (CCF) at Eglin AFB. MTACS presently
utilizes the CCF computer system which includes six VAX 8600's,
Analysis consoles, aircraft control consoles and many mission
particular input output data sources (e.g. radar tracking, telemetry
and GRDCUS data link). MTACS has the capability to track aircraft and
track and control ground vehicles utilizing the GRDCUS datalink and GPS
range instrumentation. MTACS will be ported to the GRDCUS development
system at CCF. The Development system is a network of twelve IBM RISC
6000 workstations connected via a dual token ring. This support will
require five contract systems engineers experienced in both the
hardware and software systems associated with GRDCUS and drone control
systems. Specifics of this effort are: 1) support GRDCUS software
tasks, development, installation, integration, documentation and test
which include drone control algorithm development, computer system
upgrades, real time displays, analysis and data reduction, 2) develop
GRDCUS analysis techniques with emphasis on drone control and distance
measuring equipment (DME) navigation, 3) evaluate additional needed
hardware and software enhancements and define integration into GRDCUS
and/or MTACS, 4) evaluate GPS requirements and define integration into
GRDCUS and/or MTACS, 5) develop and refine MTACS system software
requirements, 6) develop control algorithms for specific QF106
applications in GRDCUS, 7) develop control algorithms for specific QF4
applications to GRDCUS, 8) develop control algorithms for the MQM107E
for both the ground control software and the government owned
autopilot, 9) define improvements for the QF106, QF4, BQM34A and MQM107
simulations, 10) define requirements for QF4 and MQM107 software for
transfer of software between Drone Formation Control System (DFCS),
White Sands Missile Range (WSMR), New Mexico and GRDCUS, 11) support
the development of the QF4 integration into the DFCS at WSMR, New

regarding this acquisition. His purpose is not to replace the technical

recommendations to the apropriate government personnel. Routine
technical and contracting issues should therefore be directed to the
technical and contracting staff identified elsewhere in this
