These systems were produced, are configuration managed, and are supported at echelons above Direct Support Maintenance by the original production contractor (GTE Government Systems Corporation) under contract to the Government through the year 2008. Technical specifications, test programs, special test fixtures, special test equipment, software, drawings, schematics, and technical data for General Support and Depot maintenance are not currently held by the Government and are unavailable to firms other than GTE. Overhual requirements are to receive, inventory, inspect to determine specification variance, diagnostic testing to fault isolate to the Line Replacable Unit (LRU), Repair LRUs, complete system disassembly, shelter overhaul and refurbishment, deep cleaning of entire system, reassembly, application and correction of Government approved Engineering Change Proposals, test, and demonstration of full operation through the Shelter Product Assurance Test (SPAT), loading of software, fielding support, and Destination Final Acceptance Testing (DFAT) of up to 300 MSE systems per year with deliveries to begin NLT 270 days after contract award. The SPAT and DFAT are not currently held by the Government, and are unavailable to firms other than GTE. The market survey concluded 30 April 1993 identified the lack of technical data as a central cause of all but the original contractor (GTE) to be incapable of performing MSE overhaul to required technical specifications, quality and schedule. Interested parties are requested to outline company capabilities and approach to performing the overhaul of MSE in executive summary format.
