Bureau of Engraving and Printing (BEP) plans to issue a solicitation
for a Public Education Campaign that will inform the general public and
other specific audiences such as the business and financial
communities, both domestically and internationally, about the
counterfeit deterrent features that will be incorporated into newly
designed U. S. currency. This Public Education Campaign must occur
before the newly designed $100 note is introduced in both the United
States and overseas in 1996. Therefore, the Campaign will have to be
developed and implemented in a short time frame (2 - 3 months).
Offerors will need to demonstrate previous experience in delivering a
full scale, major government or financial services campaign for both
national and international audiences. The message of the Campaign can
be disseminated as appropriate via brochures, posters, training films,
video tapes and media kits, radio and television advertising, news
releases, Internet computer messages, teleconferences, and
media/speaking tours in several languages (English, French, German,
Spanish, Japanese, Russian, Hebrew, Arabic, Chinese and other languages
determined necessary). Prospective offerors should be advertising
and/or public relations firms that have a proven track record of
success in terms of creativity, professionalism, and expertise, and
have experience with major national and international
advertising/public education campaigns. In addition, offerors must
posses extensive worldwide capabilities throughout the United States,
former Soviet Union, Europe, South and North America, Asia and the
Middle East. Options for this contract are possible, as the Public
Education Campaign is likely to continue for the introduction of
several other newly designed denominations. The BEP anticipates the
solicitation will be ready during the latter part of June. Please
submit a written request for a copy of this solicitation within fifteen
(15) calendar days of the date of publication of this announcement. The
requesting company's written request should include a statement of the
company's size status (i.e., Large, Small, Minority, or Woman-Owned).
Requests must be submitted in writing, no telephone requests will be
accepted. All responsible sources may submit an offer which shall be
