Howe, (202)690-5552 The Department of Health and Human Services (DHHS)/Assistant Secretary for Planning and Evaluation (ASPE) has a requirement for assistance with the development of performance measures for DHHS programs, especially under the Department strategic plan and the newly proposed ''Performance Partnerships.'' ASPE is responsible for providing timely, policy-oriented information for use by the DHHS Secretary, Deputy Secretary, the ASPE, and other senior policy officials in their legislative, budget, regulatory and other policy decisions. ASPE is also responsible for conducting policy research and evaluation to improve the design and performance of HHS programs. This contract will assist ASPE meet both of these objectives by identifying appropriate performance goals, indicators, measures and data sources for particular HHS program areas. The identification of such information will enable the Department to implement performance partnership block grants. It will also enable the Department to better evaluate the success of its programs in providing high quality services and to measure progress towards achieving goals and objectives identified in the Department's strategic plan. Since the need for assistance will vary from partnership to partnership in scope and timing, individual delivery orders will be issued as needs arise. The period of performance will be one year with two option periods of one year each. RFP-49-95-HHS-OS will be issued on or about June 23, 1995.
