R -- A/E CONTRACT FOR PREPARATION OF PLANS, SPECIFICATIONS, AND COST ESTIMATES FOR PROVIDING A FACILITIES MAINTENANCE MANAGEMENT MODULE FOR MARINE CORPS RECRUIT DEPOT, PARRIS ISLAND, SC 29905 SOL N62467-95-R-5107. This is Architect-Engineer contract to provide a Facilities Maintenance Management Module for Marine Corps Recruit Depot, Parris Island, South Carolina. This project consists of non-destructively surveying all building roofs and establishing a long range maintenance management program. Prioritize roof repair and replacement based on ``Life Cycle Economic Analysis'' using current roofing technologies. Architect Engineering Firm will also provide data base format interfacing ``as-built'' computer generated graphics. As part of this contract asbestos assessments may be required to determine the presence of asbestos. When asbestos is found, this contract will be amended to require a comprehensive asbestos survey, to include, sampling and testing, and the preparation of plans and specifications showing the location of asbestos and specifying the procedure to be followed during construction and/or demolition to prevent release of airborne asbestos. Firms unable to accept work which involves asbestos need not apply. The total contract is $99,000.00 with a contract period of one (1) year. Responses must be received not later than July 5, 1995. Any inquiries (including submission of SF255) should mention and show title, location, and contract number on the outside envelope. Architect-Engineer firms are invited to submit: (1) a Standard Form 254, Architect-Engineer and Related Services Questionnaire; (2) a Standard Form 255, Questionnaire for Specific project; and (3) any requested supplemental data to the procurement office shown. Firms having a current Standard Form 254 on file with the procurement office are not required to resubmit this form. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise or other requirements as listed. Following an initial evaluation of the qualifications and performance data submitted, three or more firms considered to be the most highly qualified to provide the services required will be chosen for interview. The Department of Defense policy for selection of Architect Engineer firms is not based upon competitive bidding procedures, but rather upon the professional qualifications necessary to the satisfactory performance of the professional services required, subject to the following additional considerations: (1) Professional qualifications necessary for satisfactory performance of required services and of the persons assigned to perform the work; (2) Recent experience of those persons in architectural and maintenance management skills; (3) Quality assurance and coordination methods used during design; (4) Awards from all Department of Defense Agencies in Fiscal years 1992, 1993 and 1994 with the objective of trying to distribute contracts among all qualified firms, including those that are minority-owned firms or firms that have not had prior contracts; (5) Location in the general geographic area; and (6) Ability to accomplish various projects concurrently. Firms desiring to register for consideration for future projects administered by the procurement office are encouraged to submit annually a statement of qualifications and performance data, utilizing standard Form 254, Architect-Engineer and Related Services Questionnaire.
