Robins Air Logisitic Center (WR-ALC) to seek interested sources on an
anticipated acquisition for engineering support of the C-130 and C141
aircraft. It is contemplated that up to three Indefinite
Delivery/Indefinite Quantity (IDIQ) contracts may be awarded. Each
contract will consist of a basic year with four option years. These
contracts will provide a vehicle for the government to place orders for
various engineering services tasks related to the avionics and
electrical systems of the aircraft, depot and operational support
equipment, and associated processes. Orders may be placed on a
firm-fixed price basis, a cost reimbursement basis, or a time and
material/labor hour basis. These tasks may consist of, but are not
limited to the following: System engineering for modification programs;
independent studies and analyses; system independent verification and
validation (IV&V); engineering for temporary modifications; engineering
support for new production aircraft; testing, environmental
engineering, or a combination of the above. Selected contractors will
be required to provide labor, expertise, management, material,
transportation, and facilities depending on the scope of the individual
order. Individual orders may require the contractor to support various
reviews and audits, provide status, and to track progress and funding
under the orders. Selected contractors shall be required to employ
qualified engineering and support personnel to perform the various
tasks issued under the contracts. Categories of personnel that may be
required include the following: Program managers, senior system
engineers, journeyman systems engineers, senior aerospace engineers,
journeyman aerospace engineers, advanced trainee aerospace engineers,
senior electrical engineers, journeyman electrical engineers, advanced
trainee electrical engineers, senior industrial engineers, journeyman
industrial engineers, advanced trainee industrial engineers, senior
environmental engineers, journeyman environmental engineers, senior
mechanical engineers, journeyman mechanical engineers, advanced trainee
mechanical engineers, senior software engineers, journeyman engineers,
advanced trainee software engineers, senior test engineers, journeyman
test engineers, senior draftsman (computer aided design (CAD)),
journeyman draftsman (CAD), senior logistics analyst, journeyman
logistics analyst, technical writer, and administrative assistants. The
contractor may be required to employ technical experts
(PhD/Specialists) depending on the requirements of the order. A draft
Request for Proposal is anticipated being issued for industry comments
on or before 01 September 1995, with the official RFP being issued by
1 November 1995. All interested sources should notify the contracting
