The Federal Bureau of Investigation (FBI) intends to negotiate with
Covey Leadership Center, on a sole source, open market basis, under
small purchase procedures to acquire services for ''Cultural Change and
Leadership Development Training,'' for the entire Criminal Justice
Information Services Division senior executive staff of 13 and 17 key
personnel--Of this group 10 individuals will be certified to facilitate
the material to the remaining supervisory/management staff--The
training will consist of--(i) specific leadership self-assessment
process for each his/her personal/professional strengths and
weaknesses--(ii) applying principles of leadership effectiveness to
daily activities within their personal and professional life--(iii)
develop four levels of leadership effectiveness: personal,
interpersonal, managerial, and organizational--(iv) dealing with
cultural change--(v) individual development at the work place-- and
(vi) applying principle-centered leadership that links principles and
individual--The Cultural Change and Leadership Development training are
in support of the Criminal Justice Information Services Division and
will be conducted at the George Mason University Professional Center in
Arlington, Virginia--The period of performance will take place during
the first week of August--The government intends to solicit and
negotiate with only one source under the authority of FAR 6.302-1.
Interested parties may identify their interest and capabilities or
submit proposals but this is not a request for competitive
proposals--However, all proposals received within 45 days after the
date of publication of this synopsis will be considered by the
Government--A determination by the Government not to compete this
proposed contract based upon responses to this notice is soley within
discretion of the Government--Information received will be considered
soley for the purpose of determining whether to conduct a competitive
