307/775-3917, Contract Administrator. Architect-Engineer (A-E) Services
are required for production of Architectural designs, plans, drawings,
estimates, specifications, and studies necessary for the execution of
construction projects (TitleI). Also included are supervision and
inspection of projects under construction (Title II) and other services
including studies, surveys, and services associated with miscellaneous
operations and maintenance projects at F.E. Warren AFB, WY. It is
anticipated that the open-end indefinite delivery contract will be
issued for a period of one year from date of award with provisions for
an option year. Projects will be issued to the A-E firm by delivery
order. Delivery orders will not exceed $299,000 and cumulative amounts
of all work orders will not exceed $750,000 per one year period.
Minimum fee of $5,000 will be issued against the contract. Work orders
will be issued as the need arises during the period. Projects will
include work associated with mechanical/electrical engineering
disciplines. including HVAC, plumbing, gas distribution, electrical
power services, and electrical distribution. Asbestos abatement and
Lead based paint testing and engineering will be required on some if
not all of the projects. Significant evaluation factors for A-E
selections, in the order of relative importance, are as follows; a.
Specialized experience in all areas of Mechanical/Electrical design
work including maintenance, repair, alteration, and new construction.
b. Professional qualifications of the staff to be assigned to these
projects including experience and training of key personnel, type and
quality of projects the staff has been involved with, and the ability
of the staff to be creative and imaginative. c. Professional capacity
of the firm to accomplish work within time frames required. d. AutoCAD
(Version 12) capability and capacity of the firm. e. Past performance
of the firm with respect to execution of DOD and other contracts, both
government and private. f. Volume of work previously awarded to the
firm by DOD agencies. g. Location of the firm in the general area of
consideration which is F.E. Warren AFB, WY and vicinity, providing a
sufficient number of qualified firms respond therein. This action is
being considered for 100% set-aside for Small Disadvantaged Business
(SDB) concerns. Interested SDB concerns should notify our office, in
writing, of their intention to bid on the project as a prime contractor
as early as possible, but no later than 14 calendar days after date of
publication. This notification must include a positive statement of
eligibility as a small, socially and economically disadvantaged
business concern, evidence of capacity to obtain required bonds, and
specific information which demonstrates the capability and experience
to perform projects of this nature, complexity and magnitude. Complete
information concerning management experience in similar work and
financial status should be submitted with references. If adequate
interest is not received from SB concerns, the solicitaton will be
issued on an unrestricted basis without further notice. Therefore,
replies to this office are still requested from all interested business
concerns. Firms desiring consideratin shall submit appropriate data as
described in numbered Note 62 of the Standard Forms 254 and 255. This
