Contracting Officer. The Air Force Development Test Center (AFDTC)
intends to solicit competitively for 17,000 feet of fiber optic cable.
All dielectric duct/buried, one 192 fiber cable of loose tube design
containing the following size of fiber: 12 each tube 8 micron single
mode fibers with the following characteristics: Wavelength NM 1300 to
1550, Max loss attenuation (DB/KM) 0.4, dispersion PICO seconds/NM/KM:
3.4/3.1. The cable shall have as a minimum a tensile load rating of
600 pounds and contain coated optical fibers as the transmission media.
Fibers are located in the core of the cable to isolate them from
impacting and crushing loads with strength elements to bear the cable
placing and handling loads, and an outer sheath or jacket of high
density or linear low density polyethylene. Fiber identification shall
be of standard color code and sequence. Jacket and coatings shall be
continuous, free from holes, splits, blisters or inclusions. Cable
shall be filled with a substance to prohibit the separation and axial
flow of water within the cable core and between the sheath. The
materials used in the cable shall not evolve hydrogen or support
galvanic action to produce hydrogen in quantities that will affect the
loss performance of the fibers. Change in fiber loss shall not exceed
0.1 DB/KM. Cable lengths shall be permanently marked to identify the
manufacturer, date of manufacture or code that includes date, length
markings, a product identification code and UL messages when
appropriate. Markings shall be printed at regular intervals of not more
than one meter apart. Replies to this synopsis should be provided to

responsible sources may submit an offer which will be considered. (No
contract award will be made on the basis of bids/proposals received in
response to this synopsis.) Firms responding to this solicitation
should reference F08651-95-B-0078 and indicate whether they are or are
not a small or small disadvantaged business concern as defined in FAR
52.219-1 and 52.219-2 and whether they are a manufacturer or
dealer/distributor. The Air Force reserves the right to consider a
