The National Emergency Training Center, Emergency Management Institute (EMI) has a requirement for a 3-1/2 to 4 day paper based course on the process of evaluating training courses. The course must include an instructor guide and a student manual which must meet the minimum requirements that will be given in the RFP. The successful offeror shall be required to provide an instructor to teach the materials at a pilot offering of the course to be given at the NETC and provide all necessary final revisions to the materials that are identified as a result of the pilot. The NETC requires limited data rights to the course materials that will allow the NETC/FEMA to use the materials as needed to conduct training and to make any desired revisions to the materials. The period of performance of the resulting contract will be from date of award through six (6) months. A firm-fixed price contract is contemplated.
