Specialist, 202-205-5488 70 - The U.S. information Agency (USIA)
intends to acquire software maintenance and optional software upgrade
services for its Budget Reporting Overseas Management System (BROMS)
that currently is being used worldwide. Initially, BROMS was a
competitively awarded software development and conversion effort that
required the elimination of certain existing software errors and
problems from an outdated dBase Clipper financial management program
system, the development and programming of software enhancements,
creation of system documentation and computer-based training to achieve
a fully functional financial management system based upon the Agency's
Paradox/Windows standard. BROMS is a comprehensive, integrated
financial program that was custom-developed for USIA by INTE-GREAT
Corporation of Bethesda, Maryland to increase the accuracy of the
Agency's overseas monthly budget updates which often fluctuate with
currency exchange rates. It has the capability of maintaining a post
budget in both dollars and local currency with a feature that allows
the user to update the rate of exchange (ROE); it provides for
automatic adjustments each month to all local currency accounts; is
capable of generating management reports, allotment and payroll
accounts as well as allowing the user to prepare for subsequent years'
budgets. With initial testing, training and documentation phases
almost completed at designated overseas test sites, the Agency intends
to issue a non-competitive contract to INTE-GREAT Corporation to
acquire recurring maintenance, programming and troubleshooting services
to update functional code, resource code tables and revised report
formats in order to insure successful worldwide implementation at over
70 USIS Posts. Software documentation and training updates also will
be required to reflect any BROMS software changes. Other sources which
have the capability to provide necessary recurring maintenance,
programming and troubleshooting services as well as update functional
code and resource code tables, etc. for this BROMS software or which
have an equivalent commerical financial management software program and
can successfully demonstrate cost effective changes, including
conversion and retraining to its equivalent software, will be
considered only if it is able to successfully demonstrate that
integration and emulation of the existing BROMS database, access from
remote overseas sites as well as the ability to perform all required
training functions and reporting procedures efficiently. Only responses
from responsible sources which are prepared to demonstrate the above
required capabilities and technical knowledge for an Agency-wide
automated overseas financial management system will be considered for
