is seeking potential sources to provide four software packages for the
Mine Health and Safety Academy in West Virginia. SOFTWARE REQUIREMENTS:
Be able to operate in a LAN Manager 2.2B/Microsoft NT environment and
be windows based, have concurrent multi-user capabilities, restrict
user read/write access to individual modules and records, have
context-sensitive help, support object linking and embedding. Ability
to import and export data in ASCII format, purge and archive data on
selected criteria. Software modification by either vendor or user.
Ability for user to design reports. CATAGORY REQUIREMENTS: Ability to
scheduled courses and other events into facilities and classrooms,
register students and participants into courses and lodging
accommodations, schedule variable lengths (half day to multi-week
sessions), schedule more than one course in a single location and to
schedule more than one location for a single course, schedule
instructors into courses based on instructor's availability and
qualifications, purge and archive data on selected criteria, import and
export data in ASCII format, reserve blocks of lodging rooms and other
facilities, resolve resource conflicts, reserve resources
(audio-visual, computers, etc). REQUIREMENTS FOR PERFORMANCE: Ability
to meet (pass-fail) course objectives, design reports on students for
course objectives, produce/design student transcripts, create a course
history file to include; course development and revision information
(date, course identifier, developer and revisor), and teaching datas.
Ability to schedule preparation time needed for instructor and
classroom, schedule course equipment needed for classrooms, list course
materials and resolve conflicts for equipment scheduling. REQUIREMENS
FOR BILLING, INVENTORY & DISTRIBUTION PROCESSING: Inventory tracking
from point of sale thru shipment of materials, including vendors,
customer information, reorder quantities, back order product
identification & price. Possibility of using bar code. REQUIREMENTS FOR
ACCOUNTABLE PROPERTY MANAGEMENT: Tracking of government-owned equipment
from time equipment is obtained until it is disposed of, create user
defined fields, import and export data to a PC or LAN. Ability to bar
code, store historical data of transferred equipment. NOTICE TO
RESPONDEES: THIS IS A SOURCES SOUGHT SYNOPSIS IN WHICH THE GOVERNMENT
IS SEEKING POTENTIAL SOURCES CAPABLE OF PROVIDING THIS SYSTEM.
RESPONSES WILL BE USED TO ASSIST THE GOVERNMENT IN DETERMINING HOW TO
PROCEED WITH THIS REQUIREMENT. DO NOT REQUEST A COPY OF THE
SOLICITATION AS ONE DOES NOT EXIST AT THIS TIME. YOUR ATTENTION IS
DIRECTED TO THE FOLLOWING AND YOU MUST COMPLY IN ORDER TO BE
CONSIDERED. Firms responding must submit technical documentation (i.e.

offered and a statement of capability indicating the ability to
perform the installation, training and testing services required. The
technicaldocumentation must provide sufficient technical data in order
for the project office to determine whether the system meets the
required technical specifications as stated above and the statement of
capability must demonstrate the offeror has the experience/expertise
to perform the installation, training and testing. Applicable software
license agreements must be submitted for review. The Government
reserves the right to set this acquisition aside for Small
Disadvantaged Business, Small Business SBA 8(a) Program, Historically
Black Colleges or Universities (HBCU) or Minority Institutions (MI)
based upon known sources and/or responses to this synopsis. Firms
