93 -- FELT REUSABLE SURFACE INSULATION POC Mary Kincaid, Contract Specialist, OP-MSO-L. NASA-KSC has a requirement for 6,560 square feet of coated Class 1 Felt Reusable Surface Insulation (FRSI) which is used on the Space Shuttle Orbiter. Albany International Company is the Original Equipment Manufacturer (OEM) for the FRSI. NASA will provide 1,068 lbs of FRSI coating. The FRSI is manufactured in 3' X 6' sheets and is cut to fit the Orbiter as required. FRSI is made of a needled aromatic nomex felt coated with silicone rubber and is vented to allow for pressure changes. The coating is a white titanium dioxide pigment. The felt is heat treated to obtain maximum shrinkage and allow the volatile materials to be driven off prior to installation. The coating prevents charring of the felt, provides waterproofing, and establishes a smooth aerodynamic surface. FRSI is placed on the Orbiter where re- entry temperatures are less than 700 degrees Fahrenheit. It is located on payload bay doors, wing upper surfaces, and inboard elevon upper surfaces. Albany International Company possesses the unique quality specifications, unique manufacturing equipment, coating equipment, and FRSI integration assessment capabilities required to manufacture the FRSI material and apply the required coating to meet NASA's requirement. Albany International Company is the only certified source to manufacture FRSI. KSC requires incremental deliveries of the coated FRSI after the completion of each manufacturing run, and the final delivery of coated FRSI material is required by October 1997. All responsible sources may submit a written response to this notice for consideration by the Agency, the response should include a description of the technical qualifications and experience of the responder.
