Division, (615) 576-4849 The U. S. Department of Energy (DOE), Oak
Ridge Operations Office, is seeking firms capable of treating a variety
of mixed waste soils and sludges typical of those found at DOE
facilities. Because of the unique requirements of this work, firms
which are interested in being included on a source list are requested
to demonstrate the following capabilities: (1) provide evidence that
the firm currently possesses or has the ability to obtain the required
regulatory and amendable licenses and permits for the proposed mixed
waste treatment technology/facility, (2) provide evidence that the firm
currently possesses or has the ability to obtain the necessary
equipment and facilities for the proposed mixed waste treatment
technology, (3) provide evidence that the firm currently possesses or
has the ability to obtain adequate financial resources and accounting
controls, and (4) provide evidence that the firm possesses a
satisfactory performance record. The specific capability information to
be provided is discussed below. THIS IS NOT A REQUEST FOR PROPOSAL OR
INVITATION TO BID. The Government does not have an immediate
requirement, but only intends at this time to develop a source list.
Firms that choose to submit capability information do so on a voluntary
basis, and are hereby notified that the government is not obligated to
reimburse the firm for any cost associated with a response to this
announcement. The mixed wastes requiring treatment are contaminated
with low-level radioactivity and Environmental Protection Agency D, F,
U and P waste codes. The radioactive components may include, but are
not limited to, the following: americium, cadmium, cobalt, cesium,
iridium, radium, technicium, uranium (234, 235, 236, and 238), and
depleted, natural, and enriched uranium. Some of the wastes are also
contaminated with polychlorinated biphenyls regulated under the Toxic
Substance Control Act. The wastes are currently maintained in a variety
of containers, such as drums and boxes of varying sizes. Firms awarded
a contract for this work must (1) provide for the transport of the
waste(s) to the processing facility (which is not to be located on
Government property); (2) perform sorting, sizing, and detailed
characterization of the waste(s) prior to treatment; (3) process the
waste(s) in accordance with applicable regulatory standards and
requirements; (4) arrange for interim storage at the treatment
facility, and/or disposal; and (5) provide for the transport for
ultimate storage and/or disposal in a permitted and licensed facility.
The following capability information, as a minimum, should be
submitted: (1) name and location of the treatment facility, (2)
detailed description of the mixed waste treatment technology, (3) a
description of the particular waste group(s) and constituents that can
be treated with the proposed technology, (4) a description of the
final waste(s) form(s), (5) a description of the proposed
transportation plan, (6) a description of the final disposition of the
treated waste(s) and residues, (7) the type and status of all
regulatory and amendable licenses and permits, (8) a statement that the
interested firm will allow periodic assessments, audits, and/or
technical reviews of the (i) treatment and storage facility, (ii)
quality assurance/quality control records, and (iii) safety and health
records; and (10) a listing of previous and current contracts for the
same or similar services, both Government and commercial, and the name
and telephone number of a point of contact. Three copies of this
information should be submitted within 30 days of the issuance of this
