(805) 277-3900, ext. 2229. The Phillips Laboratory, Propulsion
Directorate, Operating Location AC, Edwards AFB, CA requires
development and demonstration of a solid divert propulsion system for
hit to kill missle interceptors to support the Ballistic Missile
Defense Organization (BMDO) Sea-based Theater-wide Theater Ballistic
Missile Defense (TBMD) demonstration program. BMDO has developed a
Sea-based TBMD flight demonstration test schedule which requires that
a flight test qualified, mission capable, solid divert propulsion
system be available for integration into a flight test vehicle in the
second quarter FY98. A previous contract with Thiokol Corporation,
Elkton Division, F04611-86-C-0032, covered solid divert propulsion
development through system integration and demonstration testing. The
Phillips Laboratory desires a scale-up of the demonstrated Thiokol's
solid divert propulsion system to meet BMDO flight test demonstration
requirements. Using the authority of 10 U.S.C. 2304(c)(1), pursuant to
FAR 6.302-1, Only One Responsible Source and No Other Supplies or
Services will Satisfy Agency Requirement, the Air Force Flight Test
Center (AFFTC) intends to negotiate a follow-on contract with Thiokol
Corporation, Elkton Division, Elkton, Maryland, unless responses to
this notice reveal other sources capable of satisfying the requirement
for STICS at more favorable terms/price in sufficient time to
integrate into a test flight vehicle by second quarter FY98.
Anticipated contract period of performance is fifty-three (53) months
of technical effort and a three (3) months reporting phase. Anticipated
type of contract to be awarded is cost-plus-fixed-fee. Interested firms
must submit clear and convincing documentation that clearly
demonstrates the capability of the their firm to meet the government's
requirements. Foreign firms are advised they will not be allowed to
participate as the prime contractor. Block 10 identifies the due date
for responses. Telephone requests to be placed on the mailing list will
