Indian Community, P.O. Box E, Sacaton, Arizona 85247 C -- GEOTECHNICAL INVESTIGATON The Gila River Indian Community,
Department of Land and Water Resources is soliciting proposals for
geotechnical investigation associated with the design and construction
of the Pima Canal-Reach 1. Proposals are limited to those firms with
offices within Pima, Maricopa and Pinal Counties of Arizona. I.
Description of Project: The Pima Canal Project is the first 24 mile
reach of a concrete lined canal planned for installation to convey
irrigation waters to the Gila River Indian Community (GRIC)
agricultural land in Districts 1 & 2. Water supplies from San Carlos
Indian Irrigation Project (SCIP) Central Arizona
Project-Fanning-McFarland Aqueduct (CAP) and GRIC wells will be
conveyed within the plsnned canal. The existing canal will be enlarged
as required to meet capacity requirements and the existing alignment
will be used. The project begins at the outlet of the CAP Aqueduct,
continues through the feeder canal, follows the existing Pima lateral
alignment, follows the alignment of the existing Southside Canal, turns
north along Range 6/7 East line and ends where the Casa Banca & North
canals begin. II. Description of Work: The work consists of sampling,
logging, testing, review and recommendations for construction material
and borrow areas. A geologic report for design purposes will be
prepared. The following tasks are included. A. Compilation of existing
data and surface geology. B. Collection of historical data on
construction materials, recommendations, previous analysis and testing.
C. Review of regional subsidence and seismic data. D. Prepare
exploration plan for 1. Area within canal alignment and Right-of-Way,
including structures and bridges, 2. Determining the ability and
integrity of the Southside Canal dike system. E. Complete drill holes
and test pits, log data and take samples, select samples & prepare soil
testing program. F. Review of logs and test results. G. Complete
laboratory soil testing program. H. Identify and test material sources
for borrow areas, aggregates and concrete. I. Prepare geologic design
data report. Selection criteria are as follows: (1) Professional
qualification (20 points) (A) Licensed Soils Engineer or Civil Engineer
with four years experience in investigating and testing of soils. (B)
Registered engineering geologist with 4 years experience in
investigating structural foundations. (2) Specialized experience and
technical competence of proposed key personnel including technical
skills, project coordination and management skills, and experience in
working together as a team (20 points). (3) Past performance in terms
of cost control, quality of work and compliance with performance
schedules (15 points). (4) Investigation approach to be used in
completion of the work (15 points). (5) Capability to accomplish the
work in the required time on the basis of having sufficient staff and
equipment to complete the job within 120 days afer receiving notice to
proceed - (10 points). (6) Familiarity with the area in which the Gila
River Indian Community is located - (10 points). (7) Experience in
working with federal and Indian governments - (5 points). (8) Price
quote for completion of the work (5 points). The highest qualified firm
will be selected for negotiation of contract under this notice.
Architect/Engineer firms meeting requirements and desiring
consideration for selection should submit completed proposal including
SF-254 and SF-255 on or before close of business June 30, 1995 to: Lee
