Base, Barstow, CA 92311-5050 C -- ARCHITECTURAL-ENGINEERING SERVICES FOR IRRIGATION/REPAIR/MINOR
CONSTRUCTION FOR VARIOUS PROJECTS AT THE MARINE CORPS LOGISTICS BASE,
BARSTOW, CALIFORNIA SOL N68711-95-R-8128. Contact Contract Specialist,

619-577-6453. This is an Indefinite Quantity/Firm Fixed
Architect-Engineer contract. The contract covers the furnishing of
design and engineering services for preparation of plans,
specifications and cost estimates for the purpose of bidding and
construction of various repair projects for golf course, parks, and
utility systems including potable water distribution system; industrial
and domestic waste water piping system (including repairs to existing
landscaping; and resulting damage to pavement) at the Marine Corps
Logistics Base, Barstow, CA. Repair/minor construction of golf course
irrigation may include the preparation of drawings of existing
landscaping (including location of trees, shrubs, sand traps, etc.),
irrigation piping, sprinkler heads, pumps and computerized control
system. Water distribution, industrial and domestic waste water piping
replacement project will include removal of existing and installation
of new piping, including disconnection and reconnection from existing
buildings and fire hydrants, removal/installation fire hydrants, and
removal/backfilling of manholes and valve boxes. The use of SPECSINTACT
system for editing, processing and production of construction
specifications utilizing Naval Facilities Guide Specifications will be
required. The use of computer aided design and drafting may be
required for some projects. The duration of the contract will be for
365 days from the date of an initial contract award or until the
contract limit of $99,000 is reached. No single delivery order will
exceed $50,000. If the Government exercises the option to extend the
contract, the total amount of the contract shall not exceed $198,000.
The estimated start date is August 1995. The estimated completion date
is August 1996. The minimum design fee contract amount awarded for the
contract period will be $25,000. Selection will be based on the
following criteria which are numbered in order of importance: Note: The
A-E must demonstrate his and each key consultant's qualifications with
respect to the following evaluation factors. (1) Specialized
experience of the firm (including consultants) in the design of golf
course irrigation systems; water distribution system; and industrial
and domestic waste water piping systems. Do not list more than a total
of 10 projects in Block 8. Relate this experience to the proposed
staff for the performance of the work. (2) Professional qualifications
of the staff proposed for this contract in the performance major
tasks. Qualifications should reflect the individual's potential
contributions to this project. (3) Past performance on contracts with
Government agencies and private industry in terms of cost control
procedures and indicate team members who are responsible for monitoring
these processes. List any recent performance evaluations or awards
received (do not submit copies). (4) Capacity to accomplish the work in
the required time. Indicate firms present workload, including workload
of any consultants to be utilized for this contract. (5) Location in
the general geographical area of the project and knowledge of the
locality of the project. (6) List the small or disadvanaged or women
owned firms used as primary consultants or as subconsultants. In
addition to the above, special qualifications in the Department of
Defense include the volume of work previously awarded to the firm by
the Department of Defense, with the object of effecting an equitable
distribution of Department of Defense architect engineer contracts
among qualified architect-engineer firms including small and small
disadvantaged business firms, and firms that have not had prior
Department of Defense contracts. Those firms which meet the
requirements described in this announcement and wish to be considered,
must submit a SF 255. In Block 10 of the SF 255, discuss why the firm
is especially qualified based upon synopsized evaluation factors and
provide evidence that your firm is permitted by law to practice the
professions of architecture and engineering (i.e., state registration
number). Clearly show the office location where the work will be done.
Use Block 10 of the SF 255 to provide any additional information
desired. One copy of the SF 255 is to be received in this office no
later than 3:30 p.m. Pacific time, the 30th calendar days after the
date of appearance of this announcement in the Commerce Business Daily.
Should the due date fall on a weekend or holiday, the SF 255's will be
due the first workday thereafter. SF 255's received after this date
and time will not be considered. Submit a SF 254 only if you have not
done so in the past year. Submit SF 254 foreach consultant proposed. SF
255's shall not exceed 30 printed pages (double sided is two
pages/organizational charts and photographs excluded, exception that
photographs with texts will be considered as a page). All informaion
must be included on the SF 255 (cover letter, other attachments and
pages in excess of the 30 page limit will not be included in the
evaluation process). Additional information requested of the applying
firms: Indicate contract number in Block 2b, CEC Code (formerly Duns)
and TIN numbers in Blcok 3, telefax number (if any) in Blcok 3a, prior
names your firm has used in the past three years, including parent
company, branch offices, affiliates, associations and subsidiaries in
the appropriate block. Personal intervies may not be scheduled prior to
selection of the most highly qualified firm. Firms not providing the
requested information may be negatively evaluated. Firms which design
or prepare documents for a construction contract or procurement of
supplies cannot provide the construction or supplies. This limitation
also applies to subsidiaries and affiliates of the firm. The proposed
contract listed here is unrestricted. This is not a request for
proposal. Telegraphic and facsimile SF 255s will not be accepted. Site
