Architect-Engineer services are required for the preparation of final
plans, specifications, accumulation of design computations and data
into a memorandum, quantity estimate, and engineering during
construction for Phase IIE of the West Columbus Local Protection
Project located in Columbus, Ohio. This announcement is open to all
businesses regardless of size. A firm-fixed-price contract will be
negotiated. If a large business is selected for this contract, it must
comply with FAR 52.219-9 regarding the requirement for a
subcontracting plan on that part of the work it intends to subcontract.
Work may require using the metric system. Quality Control Plans will be
required from the selected firm. Specifications shall be prepared with
a personal computer compatible with IBM AT computers and using
WordPerfect 5.1 format. The wages and benefits of service employees
(see FAR 22.10) performing under this contract must be at least equal
to those determined by the Department of Labor under the Service
Contract Act. 2. PROJECT INFORMATION: The plans shall include details
necessary for the construction of sanitary pumping stations, storm
water pumping station, concrete T-type and I-type floodwalls,
underseepage abatement features, roadway gate closures, storm and
sanitary gatewalls, tunneling under a highway for installation of
sanitary line, sewerage features, storm drainage features, and
miscellaneous utility crossings. Provisions must be included for
appropriate coordination with all concurrent and adjacent owners; i.e.
City of Columbus, ODOT, Conrail RR, utilities, residents and
businesses. Drawings must be prepared on a CADD System and must be
directly compatible with the Intergraph CADD System or translated at
100% compatibility by the A-E. Capability for scanning hard copy into
the CADD and 3D Design are also preferred. 3. SELECTION CRITERIA: See
Note 24 for general selection process. The selection criteria are
listed below in descending order of importance (first by major
criterion and then by each subcriterion). Criteria a-e are primary.
Criteria f-g are secondary and will only be used as ''tie- breakers
among technically equal firms. a. Qualified Registered Professional
Personnel in the following key disciplines: Civil Engineering,
Structural Engineering, Sanitary Engineering, Electrical Engineering,
Mechanical Engineering, Architects, Specification Writers and CADD
Operators (The evaluation will consider education, training,
registration and experience), b. Specialized experience and technical
competence in the design of sanitary and storm water pumping stations,
floodwalls, gate closures, storm drainage structures, sanitary sewer
structures and utility relocations. c. Capacity to Perform Work of this
magnitude, d. Past performance on contracts with respect to cost
control, quality of work, and compliance with performance schedules, e.
Knowledge of the Locality of the State of Ohio and the City of
Columbus. This should include geological features, construction and
material standards and construction and sanitary permits and licenses.
f. SB and SDB Participation. Extent of participation of small
businesses, small disadvantaged businessess, historically black
colleges and universities, and minority institutions in the proposed
contract team, measured as a percentage of the total estimated effort,
and g. Volume of DoD Contracts awarded in the previous 12 months. 4.
SUBMISSION REQUIREMENTS: See Note 24 for general submission
requirements. Interested firms having the capability to perform the
work and who desire to be considered must submit two copies of SF 255
(11/92) edition) and two copies of SF 254 (11/92) edition) for the
prime firm and all consultants, to the above address not later than the
close of business on the 30th day after the date of this announcement.
If the 30th day is a Saturday, Sunday, or Federal holiday, the
deadline will be the close of business of the next business day.
