Notice of intent to negotiate on a sole source basis pursuant to Authority 10 USC 2304(c)(1), FAR 6.302-1(a)(iii) with Williams Electric Company for upgrade to the Energy Monitoring Control Systems front end. The system is located at Bldg 604 Main Power Plant, USMA, West Point NY. The contractor shall furnish all labor, supervision, equipment, materials to perform the work necessary to supply, install and test PC based EMCS front end and shall have a training period of at least 80 hours. The existing database, including graphics, shall be converted and be utilized by the new front ends. Existing main frame computers shall remain in operation until all communication lines are interconnected to the new system. No more than one communication line shall be down at the same time during the switch over process. Operating software shall be Sunsoft unix. The system software shall be Williams Electric. The existing Field Interface Device software is Williams Electric and will remain the same. The new system shall be fully integrated with the existing Williams Electric system. The existing fiber optic communicatins network Data Transmission Module, Field Interface Devices and Multiplexer Panels shall be reutilized. This synopsis is a notice of intent and should not be considered an RFP. No solicitation will be issued. However, any proposals received within forty-five (45) days of this publication will be considered by the government. A determination of the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. See Numbered Note 22. (156)
