Officer, Ms Danelle Beach, (310) 363-6339. FOLLOW-ON PROGRAM SUPPORT,
STORAGE, ASSEMBLY, LAUNCH SERVICES, AND INCREMENTAL PROGRAM CLOSEOUT
FOR THE TITAN SPACE LAUNCH VEHICLE PROGRAM. The Titan System Program
Office (Titan SPO) intends to issue an RFP for the follow-on program
support, storage, assembly, launch services, and incremental program
closeout for the Titan Launch Vehicle Program. The Titan Launch Vehicle
program consists of five configurations of the Titan IV launch vehicle
and one configuration of Titan II launch vehicle. The proposed
contract will provide program support to the current Titan production,
storage, and vehicle assembly operations. Additionally, the contract
will provide launch services for the Titan program at Vandenberg Air
Force Base (VAFB), CA and Cape Canaveral Air Force Station (CCAFS), FL.
Finally, the contract will provide incremental program closeout for the
entire Titan program. The proposed contract does not include any new
hardware production, research and development, or program studies. The
anticipated contract award date is 1 Oct 95. The proposed contract is
for a period of performance of eight years with an unpriced option for
an additional four years. Under the current Titan program, Martin
Marietta Technologies, Inc. is the prime contractor responsible for
production, storage, assembly, and launch services for Titan launch
vehicles. Program support includes the engineering, logistics, business
management, quality control, safety, and other non-touch labor required
to support the Titan program. Storage includes all effort required to
store Titan vehicles after production prior to government launch
requirements. Vehicle assembly includes the effort required to bring
Titan vehicles out of storage, prepare the vehicles for shipment to the
launch sites, and conduct vehicle assembly operations. Launch services
tasks include receipt, inspection, final assembly, test, payload
integration, and actual launch of the remaining Titan vehicles.
Incremental program closeout includes, but is not limited to, those
tasks associated with disposition of government furnished property and
equipment, special tooling, special test equipment, remaining
supplies, and the orderly closure of program facilities. The contractor
is responsible for all of these functions on major program products
such as the liquid fueled rocket core, the liquid rocket engines, the
solid rocket motors, the Centaur upper stage, and mission unique
payload fairings for each vehicle launched. The contractor is
responsible for the maintenance of critical aerospace ground equipment
(AGE) systems. Additionally, extensive computer hardware and software
support services are required to operate and maintain launch related
computer systems. In accordance with FAR 6.302-1, the Government
intends to award this contract on a sole-source basis because there is
only one responsible source and no other supplies or services will
satisfy agency requirements. The intended source for this contract
