COMMERCE BUSINESS DAILY ISSUE OF JUNE 8,1995 PSA#1363NATIONAL DIRECTORY/DATA BASE OF TECHNICAL ASSISTANCE PROVIDERS SOZA and
Company, Ltd. (SOZA) is under contract with the US Department of
Housing and Urban Development, Office of Distressed and Troubled
Housing Recovery (Contract Number DU100C000018377) to perform various
tasks. One task is the production of a nation-wide directory and
database of technical assistance providers to assist and serve as a
resource to troubled public housing agencies attempting to improve
their operations and service delivery. This directory will be used by
housing authorities, HUD, local government and community organizations
to identify individuals or organizations with expertise in particular
functional areas of housing authority operations. This is not a formal
solicitation, but a determination of potential interest and
availability of firms. The list will be made available to all sized
housing authorities for their use in identifying resources to improve
or enhance their agency operations. Any contracting will be done
directly between the local housing authorities or community
organizations and the service providers listed in the directory. HUD
may also use the directory to identify firms to contract for various
services where determined appropriate in accordance with procurement
regulations. Respondents should have direct relevant experience or
provide a service relevant to a public housing authority. Direct public
housing experience is not a requirement. Responding firms or
individuals are being asked to submit information on their experience
and expertise in the following functional areas of housing authority
operations: 1. Inventory Functions: Maintenance; rehabilitation;
construction management; development; capitol improvements;
architectural and engineering services; hazardous material testing and
abatement; vacancy reduction; scattered site management; property
management; section 8/leased housing. 2. Executive Oversight Functions:
Privatization strategies; receivership arrangements; organizational
development; board development and training; grants/resource
development; strategic planning; internal audit and compliance systems;
risk management; insurance procurement; legal services and contracting.
3. Administrative/Support Functions: General procurement/purchasing;
contracting; automated data processing and management information
systems; financial management and accounting; personnel systems and
human resources development; labor relations and contract negotiations.
4. Community Interface Functions: Security; resident services and
initiatives; resident economic development; community relations; social
services planning; public relations information and communication.
Respondents should provide references who can document recent
experience and verify their expertise and experience in the functional
areas noted above. SOZA will check references provided by each
respondent as part of the screening process for inclusion in the
directory. All respondents will be checked against the list of
individuals debarred or suspended from Federal government procurement
programs. The deadline for receiving information is June 30, 1995.
