Development of new chapters because of significant change in operations by determining which existing chapters need to be eliminated or updated in the Examination Systems Manual. Contractor will survey each major organizational element in Employment Services in order to compile suggested list of chapters to be eliminated, updated, or created. This is a noncompetitive acquisition based on belief that there is only one source with unique knowledge to do this work. Procedures for development will include review of major elements (change), analyze and discuss the differences of development design and language with a brief outline of the major sub-elements. Once the draft ''Table of Contents'' is complete the Office of Washington Examining Services (OWES) will prioritize the chapters, and Contractor will rewrite the manual. No copies are available for distribution for this solicitation. All reasonable sources may submit a proposal which shall be considered by OPM, Office of Washington Examining Services.
