SOUGHT SYNOPSIS: . This is an update to a Sources Sought/Request For
Information (RFI) issued in the CBD on 26 May 94 by SA-ALC. Sources are
being sought for the AT/T-38 Avionics Upgrade Program. The United
States Air Force is planning a non-developmental avionics upgrade to
the AT/T-38 to provide the capability to train bomber/fighter pilots in
a system similar to modern weapon systems, and to increase AT/T-38
reliability and maintainability. Key components of the avionics upgrade
include the integration of a Heads-Up Display (HUD), the addition of a
Global Positioning System (GPS), an Inertial Navigation System, a
Traffic Collision Avoidance System (TCAS), Mode S Transponder
capability, UHF/VHF radios, Hands On Throttle and Stick (HOTAS)
functional integration, upgraded engine displays, a digital clock, and
appropriate displays for all of this equipment. The Avionics Upgrade
program also requires the development of Aircrew Training Devices
(ATDs) to include an Operational Flight Trainer (OFT) and a Unit
Training Device (UTD) to duplicate the avionics upgrade design. In
addition, Contractor Logistics Support (CLS)will be required to support
the existing T50/T51 simulators and the new ATDs as well as the
avionics upgrade with one year interim contractor support (ICS) and
operation of a Contractor Operated Maintenance Base Supply (COMBS). An
integrated RFP will be issued with the award of three stand alone
contracts to a single prime contractor for the Avionics Upgrade/ ATD
Development, Avionics Support and T50/T51/ATD Maintenance. ). A Total
System Performance Responsibility (TSPR) approach is planned with the
single prime contractor being responsible for performance on all three
contracts. Sources must demonstrate and provide evidence of
performance capabilities through company brochures, charts,
off-the-shelf documentation, etc. in the following areas: technical,
cost accounting using the earned value method, financial, subcontract
management, software and avionics integration. Sources must also
provide evidence of past performance experience with TSPR, CLS of
aircraft or aircraft components, COMBS, NDI programs, incentive
contracts and contractor teaming participating as both a prime or as a
subcontractor to a prime. Further, experience in integrating major or
similar hardware/software programs with CLS and training devices
involved must be provided. Sources shall indicate their size status in
relation to SIC code 3728 (1000 employees). Sources who responded to
the previous sources sought synopsis dated 26 May 95 must also respond
to this notice in order to have their capabilities updated and
evaluated. Any information previously submitted to this activity or any
other DOD activity will not be considered, therefore, interested firms
should include all information which they want to be evaluated. An
Ombudsman has been established for this acquisition. The only purpose
of the Ombudsman is to receive and communicate serious concerns from
potential offerors when an offeror prefers not to use established
channels to communicate his/her concern during the proposal development
phase of this acquisition. Potential offerors should use established
channels to request information, pose questions, and voice concerns
before resorting to use of the Ombudsman. Potential offerors are
