Contracting Officer, (310) 336-4730. The U.S. Air Force Space and
Missile Systems Center (SMC) intends to release a sole-source
solicitation to Martin Marietta Astro Space (MMAS) to acquire Defense
Satellite Communications Systems (DSCS) III orbital operations support
to include anomaly resolution based on detailed design knowledge,
ground system unique software support, and telemetry analysis at
Onizuka AS, CA and Falcon AFB, CO. A cost plus fixed fee contract is
anticipated for this effort. The period of performance will begin in
FY96, with one year options for FY98-FY00. This is a follow-on effort
to the existing DSCS III orbital operations support contract currently
held by Martin Marietta, Astro Space Division, Philadelphia, PA.
Martin Marietta having manufactured and launched the satellites, is
perceived to be the only known and qualified source for this effort
because of past experience, knowlege base and established
testing/monitoring facilities. The solicitation for this effort will be
issued about 7 JUN 1995. Acceptance of proposal is anticipated to be
NLT 7 JUL 1995. Interested parties must submit technical/cost proposals
and must demonstrate full knowledge of DSCS III satellites including
hardware design, test procedures, individual spacecraft configurations
and DSCS III orbital procedures. Contractor must be able to maintain
ground system mission unique software, on orbit spacecraft software,
spacecraft simulator hardware and software and techical analyst
workstation hardware and software. In addition, they must have the
ability to conduct anomaly analysis and vehicle checkout based on
telemetry data, DSCS III design and test histories. The Government has
only level 2 drawings available for this effort. The Government does
not posess a reprocurement data package of level 3 drawings and
detailed test and manufacturing data. The contractor must possess or be
able to obtain a secret clearance. This synopsis is for information and

the Government. The Government will not recognize any cost associated
with the submission of a contractor's proposal. A determination by the
