66 -- DIGITAL CINE LOOP RECORDER SOL NHLBI-HL-P-95-108 POC Kathleen J. Van Steelant, Contract Specialist, (301) 435-0366. It is the intent of the National Heart, Lung, and Blood Institute (NHLBI) to acquire a Digital Cine Loop Recorder for the Cardiac Catheterization Laboratory in the Cardiology Branch, NHLBI. The instrument must meet the following minimum specifications: 1) Real time digital video acquisition and playback compatible with 525 or 1000 lines systems; 2) Adequate memory for at least 200 seconds of recording time; 3) Thirty (30) to sixty (60) images per second for high speed image acquisition; 4) Twelve (12) guide shot locations for interventional reference imaging; 5) Digital edge enhancement in fluoro and cine; 6) Digital quantification for per cent stenosis measurements; 7) Ability to magnify and roam, window level invert; 8) Digitization with lung field suppression; 9) Ability for connection to the existing ImageComm system; and 10) Auto playback mode. Proposals will be evaluated on the Prospective Contractor's demonstrated understanding of the scope of work as shown by the ability to meet the required specifications, demonstrated availability and competence of experienced scientific and other technical personnel, and demonstrated experience in the specific branch of science or technology involved. A firm fixed-price type contract will be negotiated for this instrument. Delivery of the Digital Cine Loop Recorder is anticipated within thirty (30) calendar days after contract award. Tests will be performed to ascertain that the instrument is functional before final acceptance. It is anticipated that Request for Proposal (RFP) Number NHLBI-HL-P-95-108 will be issued on or about June 23, 1995.
