750-4180. Mechanical/Electrical A-E services: Architect-Engineer
services are required for investigation and design of miscellaneous
renovation, minor construction, repair, maintenance and other design
services at Davis-Monthan AFB, Arizona. Work will consist mainly of
mechanical and electrical requirements, but will require supporting
structural, civil, landscaping, environmental and topographic survey
requirements. Some projects may require renovation and/or demolition of
existing facilities where asbestos and/or lead paint may be present.
The selected firm must have the ability, either in-house or through
consultants, to perform asbestos and lead surveys, and to design for
containmentor removal. The contract will be for a basic year and a one
year option with a $225,000 limit per contract per year. Single
delivery orders will be limited to the yearly contract amount or
$299,000 whichever is less. A minimum of $5,000 in fee work shall be
awarded each contract year. An example of projects that may be issued
under this announcement include: Preparation and conversion of multiple
centrifugal chillers to HCFC 123. Chillers include a 400 ton Trane
electrically driven unit and 450 ton York unit driven by a natural gas
engine, both located in Facility 5101 and a 225 ton Carrier unit
located in facility 2441. Exact size, manufacturer, and specifications
for the chillers will be determined as part of the site investigation.
Included in the project is the conversion of the equipment rooms to
meet code and NFPA standards and may include such items as alarms and
exhaust systems. Also included is a study to determine energy savings
and payback of lowering approach temperatures of cooling water by
increasing the size or adding a second cooling tower to each system. As
few as one or as many as three firms may be selected from this single
CBD advertisement for all or part of the described work. Firms desiring
consideration shall submit ONE (1) copy of SF 255 for prime and ONE (1)
copy of SF 254 for prime and rach consultant. RESPONSES ON FILE FROM
THE 27 FEB 95 ANNOUNCEMENT FOR SERVICES NOT TO EXCEED THE SMALL
PURCHASE LIMITATION AT DAVIS MONTHAN AFB WILL BE CONSIDERED FOR THIS
ANNOUNCEMENT. FOR THESE FIRMS, A NEW RESPONSE IS NOT REQUIRED. ALL
OTHER RESPONSES ON FILE WILL BE DISCARDED AND FIRMS DESIRING
CONSIDERATION MUST SUBMIT A NEW RESPONSE. DEPTH OF PRIME AND
SUBCONTRACTOR PERSONNEL IN EACH DISCIPLINE MUST BE SHOWN IN BLOCK 4 OF
SF 255 WITH SUBCONTRACTOR PERSONNEL IN PARENTHESIS. Pertinent factors
for consideration of qualifications which should be addressed in the
submittal, not listed in any particular order are (1) Professional
qualifications, (2) Specialized experience and technical competence,
(3) Capacity for timely accomplishment of work, (4) past performance,
(5) Geographic location, and (6) Volume of DoD work the candidate has
done. Special qualifications which are required and will be considered
as part of the selection process are (1) professional registration in
Arizona, (2) the ability to prepare and submit documents in the latest
versions the following software: AutoCad V12, MS Word V5.0, and MS
Excel V6.0, and (3) the ability to follow instructions. The ability of
the firm and subcontractor personnel to meet the first two special
qualifications must be indicated in block 10 of the SF 255. The ability
of the firm to follow instructions will be rated according to how well
instructions in this annoucement were followed. COVER LETTERS AND
EXTRANEOUS MATERIALS ARE NOT DESIRED AND WILL NOT BE CONSIDERED. The
submittal package must be received in this office no later than 4:30 PM
Mountain Standard Time on the 30th calendar day after the appearance of
this announcement in the Commerce Business Daily (CBD). For the purpose
of clarification, day number one is the day immediately following the
date of publication and should the closing date fall on a weekend or
national holiday, the closing date is automatically extended to the
