C -- ARCHITECTURAL ENGINEER SERVICES FOR THE CHILD DEVELOPMENT CENTER USMA, WEST POINT, NEW YORK SOL CBAEEN-5145-0026 POC Willien Cunningham 212-264-9123. Location: US Military Academy, West Point, New York. Scope of services required: Preparation of design documents, plans, specifications, and cost estimates for a new Child Development Center to accomodate 303 children, day care teachers, and approximately 25,000 SF and will include the following: classrooms, parents conference room, administrative offices, storage spaces, kitchen, and rest rooms. Supporting facilities will include the following: all required utilities, communication system, parking lots, curbs, storm drainage, children playground and landscaping. This is a new facility, no renovation work involved. The firm selected will be required to complete the design based on a completed concept (35%) design. The estimate construction cost is between $1 to $5 million. Only one firm will be selected form this announcement. Technical capabilites: Full in-house capacity is preferred. If the prime proposes to utilize subconsultants, they must clearly indicate how they will manage the various personnel. A QA/QC plan is required and should clearly describe the firms overall design quality management plan, including management approach, coordination of subconsultants, and quality control procedures. The firm must identify in the submittal the quantity and disciplines of the personnel in the working office and all other offices that personnel will be utilized from. The specific capacity required: Architectural, Civil/site, Mechanical, Electrical, Structural, Cost engineering specialist, Communication specialist, Fire protection specialist defined as one who meets one of the following criteria. An engineer having a BS or MS degree in fire protection engineering, plus a minimum of two years working experience in fire protection design. PE license in fire protection engineering. A registered PE and member grade status in the National Society of Fire Protection Engineers. An engineer with minimumof 10 years in fire protection experience with member grade status in the Society of National Fire Protection Engineers. An RA with member status of Society of Fire Protection Engineering. Services of the RA shall be limeted to building compliance and life safety code compliance analysis. Past DOD/COE experience is preferred. Senior Architect Engineer /Project Engineer should be registered PE or RA. Responding firms should indicate their ability to access an automated review management system (ARMS) via modem and the use of the MCASES gold edition estimating package. In addition firms should indicate their CADD capability and Intergraph compatibility. Closing date for submission for form 255: 30 days after the initial publication of this announcement in Commerce Business Daily. If closing date falls on a Saturday, Sunday or holiday, then the actual date will be the next business day. A/E Selection will be based on the requirements referenced above and the following criteria listed in descending order of importance: Professional qualifications necessary for satisfactory performance of requested services. Specialized experience and technical competence in the type of work required. Capacity of the firm to accomplish the work in the required amount of time and qualifications of key personnel. Past experience, if any, of the firm with respect to performance of Department of Defense Architect/Engineer contracts. Proximity of the working office to the US Military Academy, West Point, New York, and knowledge of the locality of the project provided that application of the criterion leaves an appropriate number of firms, given the nature and size of the project. Extent of participation of SB, SDB, historically black colleges and minority institution in the proposed contract team measures as a percentage of the total estimated effort. Volume of work previously awarded to the firm by the Department of Defense (DOD) will also be considered, with the aim being the equitable distribution of DOD Architect-Engineer contracts among A/E firms, including small business firms and firms that have or had prior DOD contracts.
