contract for Engineering and Land Surveying Services. Contract will
consist of individually negotiated work orders not to exceed $150,000
each, with a cumulative total not to exceed $750,000 during a one year
period, withan option to extend for an additional year. The Contractor
is guaranteed no less than $15,000 the first year and $7,500 for the
option year, if extended. Estimated contract award date is November
1995. Multiple awards may be made. Commencement andcompletion of work
is subject to the requirements of individual work orders. Selection
will be based on the following criteria which are listed in order of
importance. (1) Experience in these types of surveys: horizontal and
vertical control, crosssectioning, property boundary, and hydrographic.
(2) Geographic location to provide good work coordination. First
perference will be given to firms located in Illinois, Iowa, Minnesota,
Missouri, and Wisconsin. (3) Adequate personnel and equipmentto support
concurrent work orders. (4) Past experience of the firm with respect to
performance on Department of Defense contract. (5) Professional
registration in Land Surveying will be required initially in Iowa and
Illinois. Capability to provideregistered Land Surveyors in Minnesota,
Missouri, or Wisconsin when the work requires registration in those
states, is also necessary. (6) Volume of work previously awarded to the
firm by DOD, with the object of effecting an equitable distribution
ofDOD A/E firms including small and small disadvantaged business firms
that have not had prior DOD contracts. If concurrent multiple contract
awards are made, work orders will be allocated based upon the
Contracting Officer's determination of the specialqualifications of the
firms; the nature of the work involved in the delivery order; and the
immediacy of the work and availability of the firm. Distribution of the
work will be a secondary consideration. Firms which meet the
requirements described areinvited to submit a completed SF-254 and 255
to this office within 30 calendar days from the date of this
announcement as described in Note 24. SF 254's are also required to be
submitted for all subcontractors which the prime contractor plans
toutilize under this contract. Only the 11-92 edition of the SF-254 and
255 will be accepted. Supplemental information regarding specialized
experience should be included in SF-255. Firms ACASS No. is to be shown
on SF-255, Block 2b. (Call ACASSCenter (503)326-3459 for number). The
dollar value of all work for DOD and Corps of Engineers for the past
year must be clearly stated in Block 9 of SF-255. Responding firms are
required to clearly identify tasks to be performed in-house and those
tobe subcontracted. Firms must submit the names and supporting
qualifications data of all subcontractors. Firms which do not comply
with requirements will be considered non-responsive. No other general
notification to firms under consideration for thisproject will be made
and no further action is required.--This solicitation is Unrestricted.
If a large business is selected for this contract it must comply with
FAR 52.219-9 regarding the requirement for a subcontracting plan on
that part of the workit intends to subcontract. The subcontracting
goals for this contract are that a minimum of 40% of the contractor's
intended subcontract amount be placed with small businesses (SB),
including small disadvantaged businesses (SDB), and 8% be placed
withSDB. The plan is not required with this submittal. The SIC Code is
8713. No additional project information will be given to AE firms.
