C -- DEVELOP SEISMIC HISTORY AND GATHER INFORMATION TO BE USED IN THE SEISMIC DESIGN AND ANALYSIS OF THE PROPOSED CONCRETE ARCH DAM NEAR HAYSI, VIRGINIA. POC Contact Point, Sandra M. TUCKER, (304)529-5619 CONTRACT INFORMATION: A-E services are required for the development of the seismic history and the determination of the seismic potential and the ground motions that can be used in the seismic design and analysis of the proposed concrete arch dam near Haysi, Virginia. This announcement is open to all businesses regardless of size. A firm-fixed price contract will be negotiated. 2. PROJECT INFORMATION: The dam site is located in Dickenson County, Virginia, on Russell Fork which is the main tributary of the Levisa Fork of the Big Sandy River. The contractor shall prepare a geological-seismological evaluation of earthquake hazards at the dam site up to and including recommended response spectra and recommended time histories in the free field. The contractor will use site reconnaissance and geophysical data and imagery, shall study the earthquake history with emphasis on the events and interpretations for the general vicinity of the dam, and shall study the likelihood of included seismicity at the dam site. The contractor shall develop the Maximum Credible Earthquake (MCE) and the Operational Basis Earthquake (OBE) events, their sources and the attenuations. The contractor shall develop response spectra input data compatible with the U.S. Army Corps of Engineers Graphics-Based Dam Analysis Program (GDAP) for the three components of earthquake ground motion (longitudinal, transverse and vertical) for the OBE and MCE event. The contractor shall develop acceleration, velocity, and displacement time history input data compatible with the GDAP program for the three components of earthquake ground motion (longitudinal, transverse and vertical) for the OBE and MCE event. 3. SELECTION CRITERIA: See Note 24 for general selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). a. Professional Qualifications. Work will be performed by a team of geologists, seismologists and structural engineers with documented expertise in the seismic evaluation of concrete arch dams. b. Specialized experience and technical competence in: (1) geology, seismology and structural engineering, (2) seismic evaluation of concrete arch dams. (3) Firm must have knowledge of the U.S. Army Corps of Engineers seismic design criteria for arch dams as given in EM 1110-2-2201, Arch Dam Design, and deterministic and probabilistic seismic hazard analyses as given in EC 1110-2-6050, Response Spectra and Seismic Analysis for Hydraulic Structures; c. Capacity to accomplish the work in the required time. d. Past performance on DoD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. e. Knowledge of the Locality of the project: familiarity with Eastern United States (EUS) seismicity and ground motions and their effect on essential structures such as concrete arch dams. f. Compatibility: firm must be capable of providing response spectra and time history information in a format compatible with the computer program GDAP. 4. Interested firms having the capabilities to perform this work must submit two copies of SF 255 (11/92 edition), and two copies of SF 254 (11/92 edition) for the prime firm and all consultants, to the above address not later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business of the next business day. Include the firm's ACASS number in SF 255, Block 3b.
